THE CITY OF OiL1 <br /> <br />I L£ AS&NTON, CityCouncil <br /> Staff Report <br /> <br /> August 16, 2005 <br /> Planning Department <br /> <br /> SUBJECT: Identification of Alternatives to be Evaluated in the Environmental <br /> Impact Report (EIR) for the Bernal Property Phase II Specific <br /> Plan/Bernal Community Park PUD Master Plan Projects. <br /> <br /> PURPOSE: For the City Council to provide direction to staffregarding the composition <br /> of the alternative plans to be evaluated in the Bernal EIR. <br /> <br /> STAFF RECOMMENDATION: <br /> <br /> That the City Council: 1. Receive public comments, and <br /> 2. Direct City staff and environmental consultants to evaluate the four <br /> EIR alternatives outlined in the following report. <br /> <br /> SUMMARY: On June 21, 2005, the City Council approved the Preferred Plan concept for <br /> the Bernal Property Phase II Specific Plan. Following this, on July 19, <br /> 2005, Council approved a consultant contract with Mundie & Associates to <br /> prepare the environmental impact report for the Phase II Specific Plan and <br /> the Bernal Community Park PUD Master Plan. The California <br /> Environmental Quality Act requires that several alternatives to the project <br /> (Preferred Plan) also be evaluated in the EIR. City staff and consultants <br /> have identified four alternatives in the following report that are <br /> recommended for evaluation in the EIR. <br /> <br /> SR 05:224 <br /> Page I <br /> <br /> <br />
