<br />concerned about the amount of money set aside for the sports fields as it is not <br />enough to do anything significant on the Bernal property as there is no <br />infrastructure to support a large park. He asked Council to allow staff sufficient <br />time to work with the School District to identify joint funding for the renovation of <br />the existing fields at Donlon Elementary School. This buys the City more time in <br />the context of the Bernal property sports fields project, which would compete for <br />funding at the same time as other projects when the Capital Improvement <br />Program is presented to the Commissions and City Council sometime in the <br />spring. <br />Mr. Brozosky said the purpose of the renovation to the Donlon athletic fields was <br />to utilize field space that is heavily underutilized because of the poor quality of <br />the soil and the irrigation. The proposed basic improvements design is more than <br />he originally envisioned. His intention was not to make the fields at Donlon <br />School into a sports park. He did not want to bring the renovation of these fields <br />up to the same level as the fields at the Sports Park and Val Vista Park. He <br />believed the project is over engineered as it relates to the funding costs. He <br />realized that the City strives to do the best; however, the City needs to revaluate <br />the purpose of the renovation of these fields. He questioned the need for storage <br />structures. His recommendation would be for staff to value engineer this project <br />to determine the minimum amount of work that needs to be done to maintain <br />these fields. In addition, he would also recommend that staff continue to work <br />with the School District and the School Liaison Committee to jointly finance this <br />project, and to identify additional funding resources. He was not willing to spend <br />$2 million dollars on this project, as it is not what he originally had envisioned. <br />Ms. McGovern wanted the City to continue to move forward on the two lighted <br />sports fields on the Bernal property as this is a number one priority for the <br />community. She wanted the City to continue to work on the proposed renovation <br />of the existing athletic fields at Donlon Elementary School, as it could be a win- <br />win situation for both the School District and the City.
