prior to a final resolution of the proposed amenities at Bernal Community Park. The Council
expressed general support for the "Basic Improvements" concept, and directed staff to work
with School District officials to scale back costs and develop a co-operative funding approach.
Minutes from the December 2004 meeting are attached for the Council's review.
In May 2005, the PUSD Board of Trustees approved a recommendation to allocate up to
$500,000 for renovation of the Donlon School fields consistent with other elementary school
campuses, including upgrading the irrigation system. That decision was based on the
understanding that the City would share in the cost of improvements up to a similar amount of
$500,000. Although the dedicated baseball fields have been deleted to help reduce the project's
cost, the improved turf area should prove valuable in meeting the growing needs of Pleasant on's
sports groups. Planned backstops for the school's physical education and recess needs will
provide added practice space for baseball/softball, while the open turf area could accommodate a
number of soccer/lacrosse teams. City staff supports the collaborative project with PUSD for
the numerous benefits it will provide to both public agencies.
FISCAL IMPACT
Should the Council support the project, the required funding ($500,000) would be transferred
from the Civic Center Site Improvement Reserve (including expansion of the Library, removal
of modular buildings, new City Hall office complex, and community/youth center), CIP
#988029. The total project costs would be split equally between the City and PUSD, up to a
maximum of $500,000 for each agency. PUSD will manage both the design and construction
improvements, and provide on-going maintenance after the work is completed.
-V-<'~ ~
Ja W.
