Special Meeting of the Board of Directors August 1, 2005

Pleasanton Councilmember McGovern noted that the documents that they take to their
Boards/Council must reflect the changes discussed at this meeting.
Chair G-reci concurred.

DSRSD General Counsel Maddow explained that a motion could be voted on expressing the
collective desire of those present to proceed with taking the Resolution to each individual
legislative body for action. A vote here would not approve the Resolution.

Chair Greci concurred that it is important to see if there exists a consensus of this group to present
the Resolution to each respective Boards/Council for approval including the changes that were
presented today. He then polled the group of elected officials at the meeting: Councilmembers
Sullivan, McGovem, Hosterman and Directors Halket, Concannon, Howard, Marchand, Scannell,
Kalthoff, Ford, Hansen, Quigley, Greci - all concurred.

8. DIRECTOR AND COUNCILMEMBER FiNAL COMMENTS

Pleasanton Councilmember McGovem requested again that minutes of today's meeting be
written and distributed.

Pleasanton Mayor Hosterman thanked the Zone 7 Board and staff for delaying the certification of
the Well Master Plan EIR so this meeting could occur before that action.

DSRSD Director Scannell mentioned that funding issues always arise. He noted that EBMUD
successfully lobbied to have some appropriations put in a congressional bill to fund part of a
recycled water distribution system in their area. He suggested that perhaps this group approach
Congresswoman Tauscher and Congressman Pombo and discuss the possibility of similar federal
funding. He requested this item be placed on a future agenda.

Pleasanton Mayor Hosterman stated that she has recently been looking to the concept of a
"watershed council" instead of an individual agency approach. She asked for someone to look
into this and perhaps have a future discussion on this matter.

9. TENTATIVE SCHEDULE FOR NEXT MEETiNG
Chair Greci asked about a date for the next meeting.

Zone 7 General Manager Myers noted it had been mentioned earlier about getting together in six
months. It was suggested that a meeting could be scheduled in January 2006.

Pleasanton Councilmember McGovem questioned if someone could notify each agency as to the
results of the Boards/Council approvals later this month. DSRSD will meet for approval on
August 2, 2005, City of Pleasanton will meet on August 16 and Zone 7 will meet on August 17.

10 ADJOURNMENT
Chair Greci adjourned the meeting at 4:44 p.m.
Submitted by,

Nancy Gamble Hatfield
District Secretary

8 DRAFT
