Special Meeting of the Board of Directors August 1, 2005 <br /> <br /> DSRSD General Manager Bert Michalczyk thanked the officials for attending this second joint <br /> meeting. Since the last meeting on May 13, 2005, Pleasanton City Manager Nelson Fialho, Zone <br /> 7 General Manager Dale Myers, Mr. Michalczyk and staff have discussed several issues: water <br /> quality, future facilities, Well Master Plan. From these discussions, they have created a <br /> "roadmap" on how to proceed in the future. He noted there was also input from the City of <br /> Livermore and California Water Service Company (Cal Water). He stated the roadmap takes the <br /> form of a Joint Resolution to which are attached "Policy Principles" that will guide future work <br /> and discussions related to water quality. The Joint Resolution would be signed by the three <br /> agencies if they concur at their respective Boards/Council meetings in the near future. He noted <br /> that this approach is the joint recommendation of the Managers of each agency. <br /> <br /> Mr. Michalczyk explained that the Joint Resolution makes five points: (1) DSRSD and <br /> Pleasanton formally support the water quality improvement projects listed in the Zone 7 <br /> brochure; (2) Zone 7 acknowledges the importance of the water quality concerns of Pleasanton <br /> and DSRSD and commits to implementing the water quality improvement projects; (3) <br /> Pleasanton, DSRSD and Zone 7 pledge to explore and identify ways to make further progress on <br /> the schedule shown to improve taste and reduce odor and hardness of the water; (4) Pleasanton, <br /> DSRSD and Zone 7 commit to implement the projects in a manner that does not degrade the <br /> quality of the water in the east end of the Valley; and, (5) the referenced "Policy Principles" will <br /> guide Pleasanton, DSRSD and Zone 7 in developing and implementing the projects, programs <br /> and operating guidelines related to improving delivered water quality. <br /> <br /> The Policy Principles consist of five general areas: (1) General Policy Principles; (2) Operational <br /> Principles; (3) Facilities Principles; (4) Educational Principles; and, (5) Funding Principles. <br /> These principles will commit the agencies to work cooperatively and thus do a better job together <br /> rather than separately. <br /> <br /> One of the items not presented for discussion at this meeting was the Well Master Plan EIR. The <br /> managers and legal counsel from each agency have agreed to some language changes to the Well <br /> Master Plan EIR. Basically, additional mitigation measures were included that requires Zone 7 to <br /> monitor the impact on delivered water quality from the first two wells and consider that <br /> information prior to proceeding with any additional wells. The Zone has actually moved forward <br /> and last week released the Final EIR with the agreed upon language. <br /> <br /> Pleasanton City Manager Fialho expressed that staff had done an excellent job pulling together <br /> the documents. The Policy Principles fundamentally can be used as a roadmap for the three <br /> agencies to move forward. This will help to continue future discussions relating to water quality, <br /> water deliverability and reliability. He supports these documents. <br /> <br /> Zone 7 General Manager Myers expressed his appreciation for all the good work that Mr. <br /> Michalczyk has done on these documents. He also thanked Mr. Dan Mclntyre, Livermore <br /> Director of Public Services and Mr. Henry Wind, District Manager of Cal Water. He, too, <br /> believes it is a good, workable document and supports it. <br /> <br /> Chair G-reci asked for any other comments or questions. <br /> <br /> Pleasanton Councilmember Matt Sullivan entered the meeting at 3:17 p.m. <br /> <br /> DSRSD President Ford expressed his concern with the dates listed in the Zone 7 Water Quality <br /> Project brochure.
