Policy 1: Preserve the character of existing residential neighborhoods. <br /> <br /> Program 1.1: Enforce the provisions of the City's Zoning Ordinance to maintain the <br /> character of existing residential neighborhoods. <br /> <br /> Program 1.2: Use the development review procedures to minimize intrusions, such as <br /> traffic and noise, into existing neighborhoods. <br /> <br />The proposed Phase I expansion conforms to the zoning requirements, in terms of setbacks, <br />building height, and parking, of the RM-2500 zoning district. The master expansion plan <br />(Phases II and III) also conforms to these zoning requirements. As proposed, adequate on-site <br />parking would be provided to minimize the tendency of using curbside parking on residential <br />streets. The master expansion plan shows that at the build-out, Valley Trails Drive would <br />remain the only access to and from the Church facility, thus preventing a direct access from the <br />subject site to National Park Road. Staff finds the proposed expansion would minimize intrusion <br />into the neighborhood. (Please refer to the following section on building layout/site plan, for <br />additional discussion on this issue.) <br /> <br />Staff believes that the site, in general, is properly maintained. With the conditions of approval, <br />improvements such as modifications to the existing fence at the preschool playground and <br />planting additional landscaping along National Park Road would enhance the current appearance <br />of the property. <br /> <br />Building Layout/Site Plan <br /> <br />The appellants believe the layout of the buildings should be in a linear form along National Park <br />Road, that the northern parking lot should be eliminated, and that Phase II expansion should be <br />scaled back to "the point where realistic parking capacity exists on the site without the use of <br />neighborhood streets." The appellants have suggested locating the Phase I multi-purpose room <br />to the north side of the existing building. The applicant has not agreed to this change since it <br />would separate the multi-purpose room from the sanctuary, which the Church feels are <br />functionally related. <br /> <br /> The proposed site plan is a result of several revisions based on neighborhood input and the <br /> operational needs of the Church. In addition to the neighborhood meetings, staffhas met with <br /> representatives of the congregation and the project architects in order to encourage a plan that <br /> would meet the present and future needs of the Church while minimizing neighborhood impacts. <br /> Staff believes that the proposed plan has been designed to meet the objectives of the <br /> congregation while minimizing the Church's intrusion into the neighborhood.
