PDR-391/PCUP-118, St. Clare's Episcopal Church <br />Application for design review and conditional use permit approval to expand an existing <br />Church facility in multiple phases, consisting of a new sanctuary and multipurpose room <br />totaling approximately 19,195 square feet and other site improvements. The property is <br />located at 3350 Hopyard Road and is zoned RM-2,500 (Multiple-Family Residential) <br />District. <br /> <br />Ms. Decker summarized the staff report and described the history and scope of this project. She <br />displayed the site plan on the overhead screen and described the features of the project. She <br />noted that this project had been the subject of neighborhood concerns regarding parking; a <br />revised parking plan was submitted with revised turn-around space with respect to the residential <br />area. Staff believes that the Master Expansion Plan for the Church facility has addressed the <br />concerns brought forward by the residents and that with the conditions of approval, the proposed <br />project has attempted to mitigate the perceived impacts related to the facility's expansion. <br /> <br />Staff believed the layout and design of the expansion complements and enhances the aesthetic <br />appearance of the existing facility, and staff encouraged the Church members and the architect to <br />continue their design efforts in future expansion phases. The conditions requested the architects <br />to work towards green building efforts. Even if each phase did not exceed the square footage <br />required, the total buildout would be nearly 20,000 square feet. The applicants have agreed to <br />participate in the green building program and have done some preliminary checklists to meet the <br />green building standards. Staff recommended approval of this application, consisting of all three <br />phases, site, layout, and sizes of the building. <br /> <br />Staff recommended some minor amendments to the application as follows: <br /> 1. Add the following sentence at the end of Condition No. 5: "The design review proposal <br /> shall include, but shall not be limited to, grading, parking lot lighting, and parking <br /> design." <br /> 2. Delete Condition No. 9 regarding Phase II expansion plan submittal. <br /> 3. Modify the first sentence of Condition No. 26 as follows: "Prior to the issuance of a <br /> ildi g pe it the p oject d elop ~'~' .... c~,~ ~11 ...... 1,, [.~\ ;~1,~ ;~ ,41 ........ <br /> <br /> gr~a~ compensate for all heritage-sized trees that need to be removed for the proposed <br /> development." <br /> <br /> Commissioner Roberts did not wish to penalize people for planting trees by asking them to pay <br /> to remove them. In response to her question whether each phase would feature the design for <br /> that phase, Ms. Decker confirmed that was the case. <br /> <br /> Commissioner Fox inquired whether an additional access point on Valley Trails Drive had been <br /> considered to accommodate the traffic from the expanded parking. She was concerned that a <br /> single access point would cause traffic congestion following Church services. Ms. Decker noted <br /> that in its analysis and search for solutions regarding ingress and egress onto the site, staff spoke <br /> with the Fire Department and the Masons in the neighboring structure. The Fire Department did <br /> not wish to take access off of Hopyard Road, which was fairly constricted near the boundary, <br /> with equipment that precluded safe entry and exiting for emergency vehicle use.
