N. <br /> Pleasanton, Ca 94588 <br /> <br /> May 7, 2005 <br /> <br />Planning Commission <br />City of Pleasanton <br />200 Old Bernal Av <br />Pleasanton, Ca 94566 <br /> <br />Attention: Jenny Soo <br /> <br />Subject: PCUP-118/PDR-391 St. Clare's Episcopal Church <br /> <br />I am a nearby homeowner that is adamantly opposed to the proposed project by St. <br />Clare's Episcopal Church. Note that this property is in a zoned Residential District. I <br />believe that the project is in violation of numerous aspects of the General Plan as well as <br />other city policies. <br /> <br />I believe this project violates the General Plan dated August 6, 1997 in the following <br />areas: <br />Section II. LAND USE GOAL, POLICIES AND PROGRAMS <br /> Policy 1.1: Enforce the provisions of the City's Zoning Ordinance to maintain <br />the character of the existing residential neighborhoods, <br /> <br />And, <br /> Policy 1.2: Use the City's development review procedures to minimize <br />intrusions, such as traffic and noise, into existing neighborhoods. <br /> <br />Section X. COMMUNITY CHARACTER GOALS, POLICIES, AND PROGRAMS <br /> Policy 15: Maintain the quality, character and distinctiveness of existing <br />neighborhoods. <br /> Goal 8: To reinforce a city-wide image of attractiveness and well-maintained <br />housing. <br /> Policy 19: Encourage residential property improvements and the maintenance of <br />attractive residential street frontage yards. <br /> <br />In addition, the project uses park land as a noise and visual buffer between the project <br />and existing homes. According to public comments made from the Parks and Recreation <br />Commission on similar subjects, parks are not to be buffer zones for noise and the like. <br />The purpose of parks are to be areas of serenity and amenable to public use for relaxation <br />and recreation. This project therefore subverts the purpose of the existence of the park <br />land for their own uses at the expense of the citizenry. <br /> <br /> <br />
