The proposed multi-purpose room (Phase I) would be for Church functions, and it would also be <br />used as additional activity area for the preschool program; however, the master expansion plan <br />does not include the expansion of the current preschool enrollment. The Phase I portion of the <br />project only provides for additional facilities for the existing uses. If in the future, the Church <br />proposes to increase the enrollment, an amendment to the use permit would be required for the <br />expansion of the preschool. <br /> <br />CONDITIONAL USE PERMIT FINDINGS <br /> <br /> A. That the proposed location of the conditional use is in accordance with the <br /> objectives of the zoning ordinance and the purpose of the district in which the site is <br /> located. <br /> <br /> Objectives of the zoning ordinance include: fostering a harmonious, convenient, <br /> workable relationship among land uses; protecting existing land use from inharmonious <br /> influences and harmful intrusions; and insuring that public and private lands ultimately <br /> are used for the purposes which are most appropriate and beneficial to the City as a <br /> whole. <br /> <br /> The master expansion plan has been designed to minimize impacts to the nearby <br /> residential properties. As conditioned, staff feels that the proposed master expansion plan <br /> would be consistent with the requirements and intent of the zoning code. Staff feels that <br /> the existing Church operation has generally been compatible ~vith the surrounding <br /> neighborhood and that the expansion will continue to complement the neighborhood. <br /> The applicants will also be required to mitigate any future nuisances which may occur as <br /> a result of the proposed expansion; therefore, staff feels this finding can be made. <br /> <br /> B. That the proposed location of the conditional use and the conditions under which it <br /> would be operated or maintained will not be detrimental to the public health, safety, <br /> or welfare, or materially injurious to the properties or improvements in the vicinity. <br /> <br /> Churches are a common use in residential areas in Pleasanton. The City's past <br /> experience shows that when neighborhood issues are addressed, churches make "good <br /> neighbors." The proposed expansion plan has grouped additions to the existing Church, <br /> thus creating an open area between the Church facilities and the residential properties to <br /> separate residential uses from non-residential. The master expansion plan provides an <br /> on-site turnaround area for emergency vehicles, thus eliminating a new driveway onto a <br /> residential street. In addition, landscaping would be provided for each phased expansion <br /> to improve and enhance the existing site. The pattern and timing of use for the Church is <br /> such that peak use periods occur on weekends, thereby minimizing any adverse effects on <br /> local traffic. In addition, the Church has no plans to expand the existing preschool <br /> program; thus, there would not be increased impacts, in terms of preschool noise, traffic, <br /> <br /> SR:05:154 <br /> Page 10 <br /> <br /> <br />
