appropriateness of the proposed use and development plan. Therefore, staffbelieves that <br /> this finding can be made. <br /> <br />VII. ENVIRONMENTAL ASSESSMENT <br /> <br />The construction of small parking lots accessory to existing commercial facilities are <br />categorically exempt (Class 11) from the requirements of the California Environmental Quality <br />Act (CEQA). Furthermore, in-fill development projects on sites of five acres or less that have <br />no habitat for endangered, rare, or threatened species, that can be adequately served by all <br />required utilities and public services, that are consistent with the General Plan and zoning <br />regulations, and would have no significant effects on traffic, noise, air quality, or water quality <br />are also categorically exempt (Class 32) from CEQA. Staff believes that the project meets the <br />conditions of the Class 11 and 32 exemptions. Therefore, no environmental document <br />accompanies this report. <br /> <br />VIII. CONCLUSION <br /> <br />Based on the failings of the prior two tenants, it does not appear that the site can financially <br />support another restaurant or sports bar, most likely due to its location at the end of a cul-de-sac <br />and poor visibility from the surrounding streets. Therefore, staff does not have an issue with <br />removing the existing building. The proposed parking lot would provide additional parking to <br />serve the needs of the tenants in the Pleasanton Corporate Commons campus. As conditioned, <br />staffbelieves that the parking lot is well designed, integrates seamlessly with the existing <br />parking lots, and provides adequate planter areas for landscaping. <br /> <br /> IX. STAFF RECOMMENDATION <br /> <br /> Staff recommends that the Commission take the following actions: <br /> <br /> 1. Find that the proposed PUD major modification to modify an approved development plan is <br /> consistent with the General Plan and purposes of the PUD ordinance; <br /> <br /> 2. Make the PUD findings for the proposed development plan as listed in the attached Planning <br /> Commission staff report; and <br /> <br /> 3.
