<br />. <br />. <br />. <br /> Medical Marijuana Dispensaries <br /> Page 3 <br /> Alameda Countv Sheriff's Office <br /> I spoke with Captain Greg Ahern at the Sheriff's Office Substation in San Leandro regarding the medical <br /> marijuana dispensaries in the unincorporated area. He said there are currently five such dispensaries, <br /> which have opened for business in the past several months. <br /> He added that many of the problems experienced by other cities are being seen in the unincorporated area <br /> as well. He cited the following as continual problems: <br /> 0 Consumption of marijuana on the dispensary premises <br /> 0 Adjacent businesses complaining of dispensary clientele loitering for extended periods <br /> 0 Marijuana being obtained legally and immediately being sold illegally to those waiting outside <br /> 0 Subjects are being arrested in parking lots, adjacent to dispensaries, for being under the influence <br /> 0 Marijuana DUI arrests of individuals leaving the dispensaries <br /> 0 Growing community disapproval over the dispensaries being in their neighborhoods <br /> Captain Ahern concluded by saying the Sheriff's Office is considering adoption of an ordinance similar to <br /> the City of Roseville's. <br /> Recommendation <br /> It is readily apparent, from the impacts provided by the various police chiefs surveyed, medical marijuana <br /> dispensaries are problematic. There is a common thread all the cities experienced, the criminality <br /> associated with these dispensaries and its negative impact on the community. I would recommend we <br /> adopt an ordinance that prohibits such businesses in our City, or minimally, we develop an ordinance, <br /> which closely regulates these dispensaries. <br /> Attached, for your review, are copies of ordinances from the Cities of Rancho Cordova and Citrus Heights <br /> governing medical marijuana dispensaries. <br /> Attachments <br /> cc: Wayne G.
