The estimated date for final Council action on the EIR (concurrent with the Phase II
Specific Plan and the Community Park Master Plan PUD approvals) is May 9, 2006. The
estimated contract cost to complete the EIR and related documents is $189,500. This does
not include the response to comments document or the City's traffic model projections.
The response to comments document is to be priced once the City finds out the amount
and nature of comments it receives from the public and agencies.

ANALYSIS

Staff feels that the consultant proposal has been carefully tailored to meet the unique
needs and time requirements of the City. Staff also feels that the proposed cost is fair and
competitive. Mundie & Associates and its sub-consulting team have consistently provided
high quality work for the City in the past. Staff therefore supports the proposal and
recommends approval of the contract by the Council.

FISCAL IMPACT

The consultant services are proposed not to exceed $189,500. There are funds in the
Bernal Property Reserve (Phase II) CIP Project No. 017045 to cover these costs.

~' ~--'~Respec(ff:~Y ~ul~tted, ~
erson Susan Rossi ~3 ~ Nelson Fialho
Director of Planning and Director of Finance City Manager
Community Development

Attachments: 1.
