The work plan divides the environmental evaluation into two phases: Task Group 2 focuses on the <br />project description, the scoping of the environmental analysis, and the initial identification of impacts <br />and mitigation measures; Task Group 3 provides the possibility of adjusting the project in order to take <br />advantage - where they exist - of possibilities for making the Specific Plan self-mitigating. <br /> <br />Task Group 4 covers the activities after the Draft EIR is published. These activities include public <br />hearings, responding to comments on the DEIR, and preparing other project CEQA documents: a <br />Mitigation Monitoring Plan, Findings, and (if needed) Statements of Overriding Considerations. This <br />last phase is less amenable to both scheduling and costing, as is discussed below. <br /> <br />Timing <br /> <br />Work on the project would begin as soon as authorized by the City. The provisional schedule on the <br />next page assumes a start date for the EIR in late July, availability of the draft publication version of the <br />Phase II Specific Plan by late August, and completion of scoping in September. <br /> <br />The schedule reflects time requirements for professional work, for staff review and feedback, and for <br />the periods of public participation in the process (scoping, public comment, public meetings and <br />hearings).
