THE C~TY OF 4T <br />pL£AS&NTON " <br /> City Council <br /> Staff Report <br /> <br /> July 19, 2005 <br /> Planning Department <br /> <br /> SUBJECT: Approval of a Consultant Contract with Mundie & Associates to <br /> Prepare an Environmental Impact Report (EIR) and Related <br /> Environmental Documents for the Bernal Property Phase II Specific <br /> Plan/Bernal Community Park Master Plan Projects. <br /> <br /> PURPOSE: For the Council to approve the EIR consultant contract, thus initiating <br /> the environmental review process for projects proposed at the <br /> 318-acre City-owned Bemal Property site. <br /> <br /> STAFF RECOMMENDATION: <br /> <br /> Staff recommends that the City Council: <br /> 1. Approve the draft consultant contract agreement with Mundie <br /> & Associates to prepare the EIR and related environmental <br /> documents for the Bemal Property Phase II Specific Plan and <br /> the Bernal Community Park Master Plan (PUD); and <br /> 2. Authorize the City Manager to execute the contract with <br /> Mundie & Associates. <br /> 3. Allocate $189,500 froln CIP Project No. 017045, Bemal <br /> Property Reserve Phase II. <br /> <br /> SUMMARY: On June 21, 2005, the City Council provided direction to staff to <br /> proceed with updating the Draft Bemal Property Phase II Specific <br /> Plan and the Bernal Community Park Master Plan, based upon the <br /> "Option 1 Bernal Site Plan" and a series of design philosophy <br /> principles. Along with the plan update work, staff feels that it would <br /> also now be appropriate for the City to begin work on the EIR for <br /> these projects. Since Mundie & Associates has prepared two <br /> previous high-quality EIR's for Pleasanton pertaining to the Bernal <br /> Property, staff felt that it would be efficient to also invite them to <br /> submit a proposal for undertaking the upcoming EIR.
