A local agency, such as the City of Pleasanton, may deviate from these standards <br />upon its adoption of findings specific to the jurisdiction's climatic, geographical and <br />topographical conditions. In this case, because the proposed revisions do not substantively <br />deviate from the standards in the 2004 California Building Standards Code, specific findings <br />do not need to be made to support the revisions in the proposed ordinance. <br /> <br />The proposed ordinance attached amends Chapter 20.20 (Electrical Code) of the PMC by <br />adopting, with minor revisions, the 2004 California Building Standards Code based upon the <br />2002 National Electrical Code. These proposed revisions clarify the definitions provided in <br />the 2004 California Building Standards Code of "Authority Having Jurisdiction", "Qualified <br />Person", "Chief Electrical Inspector" and "Electrical Inspector". <br /> <br />In Pleasanton, the Chief Building Official oversees the Electrical Code. In the ordinance <br />proposed, the term "Authority Having Jurisdiction" has been amended to include the term <br />"Chief Building Official" to reflect this role of the Chief Building Official. The definition of <br />the term "Authority Having Jurisdiction" has also been amended to include a reference to the <br />Chief Electrical Inspector because in Pleasanton the Chief Building Official acts as the Chief <br />Electrical Inspector. <br /> <br /> The term "Qualified Person" is defined by the 2004 Edition of the California Building <br /> Standards Code (CCR Title 24) as "one who has skills and knowledge related to the <br /> construction and operation of the electrical equipment and installations and has received safety <br /> training on the hazards involved." Instead of using this definition, staff recommends that the <br /> term "Qualified Person" be defined as "an electrical contractor licensed by the State of <br /> California or other person licensed by the State of California to contract for electrical work." <br /> Staff recommends that its proposed definition be adopted because this definition will provide <br /> an objective standard that can be readily verified. The definition proposed will also ensure <br /> that the electrical contractors regulated by the PMC are licensed by the State. <br /> <br /> The ordinance proposed deletes sections 20.20.022 - 20.20.100 of the current PMC because <br /> these provisions are already included in the 2004 California Building Standards Code (whose <br /> adoption is being proposed) and retaining these sections in the Code in their current format <br /> would be redundant. <br /> <br /> SR:05:201 <br /> Page 2 of 3 <br /> <br /> <br />
