City of Pleasanton, CA - City Council Minutes Page g of 16

schedule. Pleasanton Avenue will take some property, but he is assured there will be room
to put a cultural arts center. It appears the creek (drainage) will go right through the
amphitheater, so some changes will have to be made. Overall, he believed the first
alternative satisfies more of the needs of the community than the others.

Ms. Ellgas believed that Plan A, appealed to most of the people she talked to. That includes
tennis courts where the train station is. She liked the teen center with the cultural arts center
and having its own entrance. At a public meeting, people commented about how the Regal
Theater plaza allows adults and kids to congregate but still be separate. She gravitated
toward Plan A. She liked the placement of the cultural arts center, the open space, but was
not happy about the train station. She like the idea presented at this meeting about tennis
courts in that location. With regard to the community plan master plan, she could go either
way, but was happy the baseballs fields were being built.

Ms. Narum wanted to eliminate plans B, C and E, which have the cultural arts center in the
main part of the property. She did not think that was what people wanted to see as they were
driving down Bemal. Everyone likes the open space they see now and being able to see the
Ridge. She was also at the meeting of the arts and sports groups. It was refreshing to see
these groups realize they have many things in common and to cooperate. She would like to
ask Mr. Fotheringham to take the original master plan and his plan and blend them together,
keeping the cultural arts center in the northeast comer. He should keep the eight sports fields
that can be used simultaneously and change them a bit. The first plan is a little busy and she
would like to see some of things moved to other parts of the property to provide more open
space like the second plan. At the same time, she wanted to keep the spirit of the design
competition winner with a more open and spread out feeling. Since the sports and arts
groups have worked together, she felt there was an obligation to look at their proposal. She
did not want to see a train station on this property. She has had questions about the teen
center and youth club and wondered if they were the same thing or two separate facilities?
She needed a better understanding of those two things.

Mr. Pentin indicated the Commission voted for Plan A with one change of moving the teen
center to the Youth Club area. He still supported that plan. If there were a way to eliminate
the three other plans that put the cultural arts center in the middle of the park, he would
support that. The residents of Pleasanton see this as an open space park, one way or another.
He was encouraged by the cooperation of the sports and arts groups. He still believed Plan
A was a way to keep a variety of items around the perimeter of the main park area. He noted
the need for amplified sound in the amphitheater and said anytime three or four hundred
people are together, that is necessary, even in these Council Chambers. He referred to the
statement about people walking to the cultural arts center from downtown and asked how
many people walked to the fair from downtown and back. He cited the difficulties of
walking under the Bemal overpass and that was one of the reasons people would not walk
from downtown. If using the northeast comer is good for the arts and sports groups, that was
good, but he did not agree that was an extension of down. Using that comer for the cultural
arts center would eliminate the dog park and somehow that has to be part of this plan. He
was not found of the train station, but felt there was a responsibility to the transportation
corridor to provide a train station or to encourage mass transit. He agreed the an all weather
field was a great asset and is needed in Pleasanton.

Ms. McGovern wanted to look at this in three different sections. She asked staff about the
thirteen acres for fields, which has already been approved, and asked when they would be

http://www.ci.pleasanton.ca.us/archive/ccminutes050512ws.html 6/9/2005
