<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-91-83 <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF THE NORTH <br />SYCAMORE SPECIFIC PLAN <br /> <br />WHEREAS, the city Council initiated the North sycamore Specific <br />Plan process in August 1989 to provide a comprehensive <br />plan for the l35-acre area located generally north of <br />sycamore Road, east of Sunol Boulevard, and south of the <br />Mission Park and Ventana Hills neighborhoods; and <br /> <br />WHEREAS, specific Plan documents were subsequently prepared by the <br />consulting firm of Brady and Associates; and <br /> <br />WHEREAS, the Planning Commission of the city of Pleasanton met on <br />several occasions and held public hearings upon the <br />completeness and adequacy of the Final Environmental <br />Impact Report, the EIR Mitigation Monitoring Program <br />intended to implement the various EIR mitigation <br />measures; and the CEQA findings and statement of <br />overriding considerations for the anticipated project <br />impacts; and <br /> <br />WHEREAS, at a duly noticed public hearing on November 13, 1991, <br />the Planning commission reviewed the proposed North <br />Sycamore Specific Plan and considered all related <br />reports, documents, testimony, and recommendations; and <br /> <br />WHEREAS, the Planning commission finds the North sycamore Specific <br />Plan to be in accordance with the provisions of the <br />General Plan and the project General Plan amendment. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section l: Recommends approval of the North Sycamore Draft <br />Specific Plan, dated November 13, 1991, subject to the <br />requirements of the Environmental Impact Mitigation <br />Monitoring Program, with the following modifications: <br /> <br />o that rolled curbs and gutters be implemented <br />throughout the project area; and <br />o that the Low Density Residential minimum lot size <br />be 15,000 sq. ft. with a policy that there will be <br />a mix of larger lot sizes, like a rural area would <br />have; and <br />o that the proposed cul-de-sac on Parcels 17 and 18 <br />be excluded from the Specific Plan; and <br />o that private wells be capped as a condition of the <br />PUD or development approval; and <br />
