BACKGROUND

On June 15, 2004, the City Council awarded the construction contract for the subject project
to the lowest bidder, Prism Engineering, Inc. in the amount of $142,607.00. The subject
project has since been completed and is ready for acceptance.

The subject project was programmed under the 2002/2003 Capital Improvement Program
(CIP) budget to address potential safety concerns on Foothill Road at the intersection of
Muirwood Drive South. Originally, these concerns were to be resolved by the Merritt
property residential development. The proposed Merritt property development included an
extensive intersection widening with a new traffic signal installation at the Foothill Road and
Muirwood Drive South intersection. However, the Merritt property residential development
was rejected by the voters in Pleasanton via Measure P in 2000.

The current project provides a dedicated left turn lane from southbound Foothill Road to
eastbound Muirwood Drive South to reduce the risk of rear-end accidents at this intersection.
No signal installation was proposed at this time at this location. Widening Foothill Road at
this location provided the necessary space to accommodate the dedicated left turn lane.

The project was funded by the General Fund, Measure B, and monies received from the
Transportation Equity Act for the 21st Century (TEA-21) through the Hazard Elimination
Safety (HES) program. On November 6, 2003, the authorization to proceed with construction
was approved by the California Department of Transportation.

On January 10, 2003, The City Manager approved a Consultant Contract with Ruggeri-
Jensen-Azar & Associates (RJA) to provide engineering services for an amount not-to-exceed
$19,975 for the design of the subject project.

BUDGET

The final project funding and expenditures are presented below.

Funding

CIP #025019, (Measured B)
CIP//025019, (General Fund)
Development Contribution (Mardell, Tract 7176)
TEA-21 Grant (Hazard Elimination Safety funds)
Total:

$ 63,000
$ 20,000
$ 6,000
$ 97,500
$186,500

SR:05:176
Page 2 of 3
