Study area development also represents an encroachment <br />of a suburban development pattern into the current <br />residential pattern outside the study area, impacting <br />residents to the south. This will result in an <br />unavoidab:e change in the development character of this <br />portion of the Happy Valley Loop. <br /> <br />3. Development of the study area would contribute to an <br />unavoidable cumulative loss of open space and habitat <br />area for plants and wildlife. <br /> <br />B. Specific Considerations <br /> <br />The City Council finds that the following social, economic and <br />other considerations warrant approval of the project' <br />notwithstanding the above unmitigated impacts resulting from <br />the project. <br /> <br />1. Social. Considerations - The city will derive the <br />following social benefits from the implementation of the <br />project: <br /> <br />a. Increase in housing opportunities in the City <br />and the region at a time of high housing need. <br /> <br />b. Improve jobs/housing balance in the Tri-Valley <br />area, reduce commute index, save commute time and <br />energy expenditures and consequently improve the <br />quality of life for those project residents so <br />affected. <br /> <br />2. Economic Considerations - The City will derive the <br />following economic benefits rrom the implementation of <br />the project: <br /> <br />a. Indirect increases in sales tax revenues and <br />subventions to the City. <br /> <br />b. Overall increase in the economic vitality and <br />growth of the City. <br /> <br />c. Improve jobs/housing balance in the Tri-Valley <br />area, reduce commute index, save commute time and <br />energy expenditures and consequently increase <br />economic efficiency. <br /> <br />3.
