<br />CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS <br />AND STATEMENT OR OVERRIDING CONSIDERATIONS <br />North Sycamore Specific Plan <br /> <br />The following CEQA Findings and Statement of Overriding <br />Considerations for the North Sycamore Specific Plan are established <br />by the City Council pursuant to Sections 15091 and 15093 of the <br />CEQA Guidelines. For the purposes of these determinations, the <br />North Sycamore Specific Plan is referred to as the "project". The <br />Final EIR for the project dated February 1991 consists of the Draft <br />ErR dated July 1990, and the response to comments. <br /> <br />I. Findings Regarding Environmental Impacts Determined to be <br />Mitigated to a Level of Insignificance <br /> <br />Pursuant to CEQA Guidelines Section l509l, the City Council adopts <br />and makes the following Findings regarding the environmental <br />impacts of the project discussed in the Final EIR which are <br />determined to have been mitigated to a level of insignificance: <br /> <br />A. Changes have been incorporated into the North Sycamore <br />Specific Plan document which avoid or SUbstantially lessen the <br />significant environmental effects identified in the Final EIR <br />for impacts 1, 4, 5, 7, 8, 35 and 36, as listed in the North <br />Sycamore Specific Plan Environmental Impact Mitigation <br />Monitoring Program. <br /> <br />B. Requirements of the project have been established which <br />avoid or substantially lessen the significant environmental <br />effects identified in the Final EIR for impacts 2, 3, 6 and 9- <br />34, as listed in the North Sycamore Specific Plan <br />Environmental Impact Mitigation Monitoring Program. <br /> <br />II. Statement of Overriding considerations <br /> <br />Pursuant to CEQA Guidelines Section l5093, the City adopts and <br />makes the following Statement of Overriding Considerations <br />regarding the unavoidable environmental impacts of the project and <br />the anticipated economic, social and other benefits of the project. <br /> <br />A. Unavoidable Adverse Imoacts <br /> <br />The fOllowing have been identified as significant unavoidable <br />adverse impacts of development under the Specific Plan: <br /> <br />1.
