Honorable Mayor and Members of the City Council: <br />BACKGROUND <br /> <br />In the past, engineering consultants were hired by the developers to prepare traffic impact <br />studies for proposed land development projects in the City. This created a situation whereby <br />there was an apparent conflict of interest in that the traffic consulting firm operating the City's <br />traffic model was also generating a significant amount of income preparing traffic impact <br />studies for local developers. When seeking proposals from engineering firms for the <br />development of the City's new traffic model, the City sought out firms that would agree to not <br />work for private developers in the City while also performing modeling analysis for the City of <br />Pleasanton. Only Dowling Associates responded to this request for proposals. <br /> <br />Based on their experience in traffic modeling and their commitment to work exclusively for <br />public clients in the City, the City hired Dowling Associates in April, 2000 to develop a new <br />traffic model for the City and to prepare the 2001 Baseline Traffic Report using this new model. <br />On July 16, 2002 the City entered into a 2-year extendable contract with Dowling Associates to <br />prepare traffic impact studies for proposed new development, perform traffic model work for <br />Baseline Traffic Reports, City Specific Plans and General Plan Amendments, and for additional <br />fine-tuning of the City's traffic model and for the preparation of alternative model runs that <br />analyze various roadway network options. <br /> <br />The original contract was for Fiscal Years 2002-03 and 2003-04 for an amount not to exceed <br />$250,000 annually. Due to the combination of the routine traffic studies and the extensive work <br />on the General Plan update in combination with the traffic impact studies and reports, contract <br />work has reached the spending limit. The contract provides for contract extensions, and staff <br />recommends amending the contract to extend through Fiscal year 2005/06 with a contract limit <br />not to exceed $250,000. <br /> <br />SR:05:142 <br />Page 2 of 3 <br /> <br /> <br />
