Honorable Mayor and Members of the City Council: BACKGROUND In the past, engineering consultants were hired by the developers to prepare traffic impact studies for proposed land development projects in the City. This created a situation whereby there was an apparent conflict of interest in that the traffic consulting firm operating the City's traffic model was also generating a significant amount of income preparing traffic impact studies for local developers. When seeking proposals from engineering firms for the development of the City's new traffic model, the City sought out firms that would agree to not work for private developers in the City while also performing modeling analysis for the City of Pleasanton. Only Dowling Associates responded to this request for proposals. Based on their experience in traffic modeling and their commitment to work exclusively for public clients in the City, the City hired Dowling Associates in April, 2000 to develop a new traffic model for the City and to prepare the 2001 Baseline Traffic Report using this new model. On July 16, 2002 the City entered into a 2-year extendable contract with Dowling Associates to prepare traffic impact studies for proposed new development, perform traffic model work for Baseline Traffic Reports, City Specific Plans and General Plan Amendments, and for additional fine-tuning of the City's traffic model and for the preparation of alternative model runs that analyze various roadway network options. The original contract was for Fiscal Years 2002-03 and 2003-04 for an amount not to exceed $250,000 annually. Due to the combination of the routine traffic studies and the extensive work on the General Plan update in combination with the traffic impact studies and reports, contract work has reached the spending limit. The contract provides for contract extensions, and staff recommends amending the contract to extend through Fiscal year 2005/06 with a contract limit not to exceed $250,000. SR:05:142 Page 2 of 3
