Honorable Mayor and Members of the City Council: <br />BACKGROUND <br /> <br />Sealed proposals for this project were opened on April 21, 2005. A total of four (4) proposals <br />were received, ranging from a high of $300.00 per hour to $188.00 per hour for basic crew <br />rental. Interviews of three (3) firms, West Coast Arborist, Inc., The Professional Tree Care <br />Company, and S & B Trees and Landscape, Inc., were held on May 9, 2005. Coast Landscape <br />Management, Inc. was not interviewed, as they did not meet the minimum crew skill level <br />requiring a utility certified line clearance tree trimmer. All three (3) firms interviewed were <br />found to be qualified to perform the proposed work. West Coast Arborist submitted the low <br />bids of $188.00/hour for a basic crew, $240.00/hour for emergency call-outs, and a unit price <br />rate of $52.00 per tree (of any size) for grid tree trimming (routine pruning). All proposal <br />documents were found to be in order. <br /> <br />West Coast Arborist was originally selected in May 2000 to complete the City's annual tree <br />trimming and removal services contract. Since that time, the company has proven to be very <br />responsive to after hour emergency calls and unscheduled work that arises each week. Their <br />professionalism when interacting with the public and staff has been consistently excellent, as <br />well as the standard tree trimming and large tree removal skills exhibited by their work force. <br />West Coast Arborist was also the vendor chosen to complete the tree inventory and data <br />collection project. Since completion of the initial project, they have returned each winter to <br />collect new site data. As part of the proposed scope of work, they will be responsible for <br />incorporating new data into our database, which links to the City's GPS data inventory system. <br /> <br />PROJECT DESCRIPTION <br /> <br />The project consists of normal tree pruning maintenance throughout the City for a one (1) year <br />period (July 2005 - June 2006) the duration of one year. The Contractor bid an hourly rate for a <br />"basic crew," as well as "unit prices" for routine street tree pruning. The Contractor will <br />perform the bulk of the tree trimming work at the grid unit price rate, but will bill at the basic <br />crew rate when they are diverted off routine street tree trimming to perform other urgent work. <br />It is anticipated that unit price work will comprise 80% of this contract. <br /> <br />The Contractor also submitted "alternate" hourly rates (items 1 through 5) for specialty work <br />that is performed less frequently. These classifications of work include after hours emergency <br />call-out work, tree limb cabling and bracing, and data collection/incorporation of new tree <br />planting sites into the tree inventory database. This alternate work will be preformed at the <br />City's discretion and comprise approximately 5% of the contract. The Contractor has supplied <br />the City with hourly rates for the above classifications of work, which will be scheduled on an <br />"as needed" basis only. <br /> <br />SR 05:137 <br />Page 2 <br /> <br /> <br />
