Honorable Mayor and Members of the City Council:
BACKGROUND

The Engineering Division of the Public Works Department performs engineering studies and
design for Capital Improvement Projects either through in-house staff or through contracts
with outside consulting firms. This project was selected as a candidate for consultant services
due to its complexity and the need for additional engineering support to meet the project's
schedule.

PROJECT INFORMATION AND CONSULTANTS SCOPE OF WORK

The Vineyard Avenue Median Streetscape and Pavement Overlay Project, CIP No. 045003
generally consists of a 1.5" rubberized asphalt overlay improvement on Vineyard Avenue
between Bernal Avenue and Clara Lane, and on Bernal Avenue between Tawny Drive and the
Bernal Avenue's south bridge abutment at Arroyo del Valle. In addition to the overlay, the
Vineyard Avenue street improvements will include a 28' travel width on the north side and a
20' travel width on the south side. In between the east-west travel lanes will be new raised
concrete landscaped median islands (CIP No. 048051).

CONSULTING FIRM SELECTION PROCEDURE

A total of seven Pleasanton frrms providing engineering services were selected from the City's
consultant database and were asked to submit responses to a Request for Proposal for Capital
Improvement Projects.

The fLrms contacted included: Bellecci & Associates; Berryman & Henigar; Creegan &
D'Angelo Consulting Engineers; Kier & Wright Civil Engineers, Inc; Kimley-Horn and
Associates; MacKay & Somps Civil Engineers, Inc; and Ruggeri-Jensen-Azar & Associates.

Four firms responded to the Request for Proposal with Statements of Qualifications and Scope
of Work. The fn-m of Bellecci & Associates, and Kimley-Horn & Associates were selected
for further interviews. Following the interviews, staff determined that Bellecci & Associates
was best suited for the design of the Vineyard Avenue Median Streetscape and Pavement
Overlay Project.

SR:05:160
