C. "At large" means a dog that: <br /> 1. is on or in any public property; or <br /> 2. is on or in any private property other than that of the owner of the dog <br /> unless the person in charge of the private property has consented to the dog <br /> being on such private property; <br /> <br />and <br /> <br />3. is not securely restrained by a substantial leash, not to exceed 6 feet if the <br />leash is nonretractable or 30 feet in length if the leash is retractable; or <br />4. is securely restrained as provided in paragraph 3 above but is not <br />physically controlled by the owner of the dog. <br /> <br />For purposes of this Title, any dog in or on any vehicle shall be deemed to be on <br />or in the private property of the owner and deemed to be securely restrained and <br />under the physical control of the owner. <br /> <br />D. "Chief of Police" means the Chief of Police of the City or the Chief of Police's <br /> desi~mee. <br /> <br />E. "Director" means the Chief of Police _ca.. r~; ......~ ..... ,~ ..... '~ '-*v-,: -- <br /> <br />F. "Dog" means any member of the canine family, and shall include female as well <br /> as male dogs. <br /> <br />G. "Fees and charges resolution" means the resolution establishing fees and charges <br /> adopted by the City Councflfor ~ arm ........... <br /> <br />H. "Health officer" means the Chief of Police <br /> <br />I. "Horse" means and includes mule, burro, pony, jack, hiuny or jenny. <br /> <br />J. "Owner" means any person, firm or corporation owning, having an interest in, <br /> keeping, or having charge, control,_ or custody: or possession of any animal. <br /> <br />_Kb.
