An applicant for a project requiring design review by the <br />zoning administrator, as described in Chapter 18.20.100 C (1, 2, <br />3), shall submit a site plan and architectural drawings ... of the <br />structure. <br />l. <br />2. <br /> <br />(no change) <br />(no change) <br /> <br />18.20.130 <br /> <br />Effective date of decision. <br /> <br />A. within five days of the date of the board's decision <br />approving or conditionally approving aFa\iht,!s a project, the <br />secretary shall transmit written notice of the decision to the <br />planning commission, city council and the applicant. Unless a <br />timely appeal is filed as provided in section 18.20.140, or unless <br />the planning commission and/or the city council elects to review <br />the decision of the board, the decision shall be effective on the <br />later of the following: <br /> <br />1. (no change) <br /> <br />B. within five days of the date of the zoning <br />administrator's decision approving or conditionally approving <br />drawings, the secretary shall transmit written notice of the <br />decision to the design review board, planning commission, city <br />council and the applicant. Any aggrieved party, or any member of the design review <br />board may appeal an action of the zoning administrator to the <br />design review board. Any appeal to the design review board may be <br />further appealed to the planning commission or the city council. <br />Any member of the planning commission and/or city council may <br />appeal an action of the zoning administrator to the planning <br />commission or the city council, respectively. Appeals to the <br />board, commission or council, shall be governed by this title as if <br />the appeal of the zoning administrator's action were a new <br />application before the board, commission or council. <br />
