B. That the proposed location of the conditional use and the conditions under which it would be operated or maintained will not be detrimental to the public health, safety, or welfare, or materially injurious to the properties or improvements in the vicinity. The project, as conditioned, will not be detrimental to the public health, safety and welfare because all city traffic, parking, separation, and noise standards, as well as state licensing requirements regarding the physical environment and operational standards will be met. C. That the proposed conditional use will comply with each of the applicable provisions of the zoning ordinance. The site's PUD residential zoning conditionally permits the establishment of large family day care homes, as defined by Municipal Code section 18.08.090. The proposed use complies with the large family day care standards listed in section 18.124.190 of the zoning ordinance, and meets all other relevant sections of the zoning ordinance. Granting a conditional use permit to Ms. Whitbeck for a large family day care home is consistent with the City's ability to regulate zoning as listed in the Municipal Code Chapter 18.124 (Conditional Uses) . WHEREAS, projects of this nature are statutorily exempt from the requirements of the California Environmental Quality Act; and WHEREAS, the proposed use is designation and General Pleasanton. consistent with the zoning Plan policies of the City of NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON RESOLVES THE FOLLOWING: section 1.
