<br />be maintained by the city under a Lighting and Landscape <br />Maintenance District, then the private property owners <br />shall be assessed the ongoing maintenance costs. The <br />applicant shall disclose the above-stated maintenance <br />responsibilities to all prospective homebuyers and shall <br />record them on the CC&R's of all lots. <br /> <br />e. Any proposed project phasing shall be shown on the <br />tentative map. <br /> <br />6. Final Map <br /> <br />with the final map, the applicant shall record over lots 55 <br />through 63 a scenic easement or other mechanism to control <br />buildings and landscaping from blocking the reasonably <br />expected views from the Abbie street lots (Assessor Parcel <br />Nos. 946-2542-48 through 53, 54-1, and 56-1l to Bonde Ridge. <br />Wording shall be to the satisfaction of the City Attorney. <br /> <br />7 . Grading <br /> <br />At the time of tentative map review, the applicant shall <br />submit a revised grading plan subject to Planning commission <br />approval. The grading plan shall incorporate the following: <br /> <br />a. Grading details shall be provided specifying the <br />treatment of tops and ends of cut and fill slopes. The <br />plan shall use grading techniques which will result in <br />rounded contours to provide a smooth transition between <br />graded and natural areas. New slopes shall feature <br />vertical and horizontal variation to blend with existing <br />terrain. Every effort shall be made to reduce <br />earthmoving requirements and areas of land disturbance. <br />Any landform alteration shall maintain clear sight <br />distances for vehicular, pedestrian, and bicycle traffic. <br /> <br />b. All cut banks shall be graded at a maximum 2:1 slope. <br />All banks shall be graded at a maximum 3:1 slope unless <br />engineering analysis can confirm that slopes up to a <br />maximum of a 2: 1 slope will not fail under saturated <br />conditions. Landslide repair, where necessary, shall <br />conform to natural contours where shown on the grading <br />plan. <br /> <br />c. The plan shall indicate any necessary grading of <br />construction access roads. Use of such roads shall be <br />kept to an absolute minimum. Access to Mrs. Bonde's <br />residence and to the City water tank shall be maintained <br />at all times. <br /> <br />Resolution No. PC-91-19 <br />March 13, 1991 <br />
