He felt that all parties involved were interested in getting the project on the <br />road by the end of this year. <br /> <br />Commissioner Hovingh questioned Mr. Fairfield as to which of the 20 lots have been sold. <br /> <br />Commissioner Horan asked Mr. Fairfield how soon he expected the new financing to be <br />complete. Mr. Fairfield indicated that it should be done momentarily. <br /> <br />Chairman. Mahern asked Mr. Fairfield if the purchasers of the lots received the guidelines for <br />Golden Eagle Farms. Mr. Fairfield indicated they did receive these guidelines. <br /> <br />Commissioner Horan expressed concern with the issue of the various owners being <br />responsible for putting in their own trees. He discussed at length with Mr. Fairfield the <br />possibility of the developer being responsible for a performance bond or escrow funds should <br />the trees not be planted. <br /> <br />Mr. Fairfield indicated that he is willing to work out any solution, and whatever develops <br />must be worked out with the City; he also felt Mr. Iserson was very knowledgeable with the <br />case and could work things out. He said it was his understanding that Joe Elliott of the City <br />is writing up some type of agreement. <br /> <br />.- <br /> <br />Commissioner McGuirk asked Mr. Fairfield how many lots west of Foothill Road are not <br />sold. Mr. Fairfield said 35 out of 80 lots. Harry McHugh representing Currin and Timm <br />enumerated the lots. <br /> <br />In response to Commissioner Hovingh's question, Mr. Fairfield replied that reforestation was <br />supposed to break up the view; there was never a belief that the houses in the project would <br />become totally obscured from view. <br /> <br />In regard to Chairman Mahern's question about the road to the staging area, Mr. Fairfield <br />said the road would be required to be completed by July 1992. This is true if the entire <br />package can be worked out. <br /> <br />Chairman Mahern discussed Condition 6 with Mr. Fairfield and asked if he was in agreement <br />with it. Mr. Fairfield indicated he could live with the condition but felt some of the owners <br />of those lots would not be happy with it. <br /> <br />Discussion ensued between Commissioner Hovingh, Mr. Fairfield and Mr. Higdon regarding <br />the construction of the water tank and its relation to building permits. Commissioner <br />Hovingh expressed concern that in the event of a fire and if the area was so overbuilt there <br />was not adequate water, that there might be some degree of responsibility to the City.
