<br />COMMISSIONS' COMMENT: <br /> <br />Commissioner Horan stated after hearing all the comments tonight that he is more dismayed <br />than ever. What he is hearing that people still want to see the bigger picture. He is <br />disappointed that is not available at this time and felt that he could not reach a conclusion <br />with the alternatives available tonight. <br /> <br />Commissioner McGuirk also felt that he had no answers tonight and that the big picture was <br />actually getting bigger. He felt there was no way that everyone would be satisfied, and that <br />the Commission is doing the best they can with the available information. In regard to the <br />road discussions, he felt that if the school property stays where it is, a road would eventually <br />be needed. <br /> <br />Commissioner Michelotti said she felt they pretty much have the big picture after looking at <br />it for over two years. She said she could not support the alternative with the circle route. In <br />regard to a collector road, she felt if they have a low density a wide road is not necessary. <br />She was in favor of preserving the rural nature of the area as much as possible. She would <br />be willing to look at it again, but at this time supported the opening up of Independence <br />Drive and getting a connector on the Lund property in order to lessen the traffic impact on <br />everyone. Regarding the designation south of Sycamore, she favored one-half acre parcels <br />and zoned Agriculture as in Plan 4. For the rest she favored Low Density Residential. <br /> <br />Commissioner Hovingh said he advocates reserving 10 acres for a possible school site or <br />some type of public institution or church if a school is finally determined unnecessary. He <br />favored Independence Drive going through to an east/west collector street and would <br />consider a street off of San Antonio or San Carlos. He thought Alternative Plan I was best <br />for a roadway. He concluded there was no way they could make everyone happy and when <br />they try to placate everyone they create a "camel". <br /> <br />Commissioner Wright said he basically agreed with Commissioner Hovingh's comments. He <br />felt Plan I pretty much keeps the rural type of road and this should be sufficient for the 135 <br />acres under consideration. <br /> <br />Chairman Mahern said she favors Plan I or 5, but actually wants something more like <br />Foothill Road, not the Boulevard they see now. She felt the road should definitely be kept <br />rural; she favored keeping a lower density here and in the surrounding areas, but felt at least <br />10 acres should be reserved for a possible school. If they can get the density down and the <br />road size down, she thinks it best to open Independence Drive, but not for traffic to go <br />through. She felt everyone would have to ultimately experience some increase in traffic. <br />She added that she felt Plan 5 would best avoid the Greene property. <br /> <br />Commissioner Horan stated he felt that Plan I impacts the Greenes; he supported Plan 5 or <br />7a; he would keep the area as rural as possible and would dispense with a bike and horse <br /> <br />Minutes Planning Commission <br />September 11, 1991 <br /> <br />Page 16 <br /> <br />. <br /> <br />. <br />
