He felt that Mr. Lee could take those facts <br />that were presented and possibly compile them into an "Item D" on the ballot. <br /> <br />Commissioner Michelotti expressed concern that once this goes to the City Council in some form, <br />there will be no more opportunity for an environmental study to be done. She felt very strongly that <br />all the issues and ramifications of this particular plan need to be very closely reviewed; she wanted <br />to see all other alternatives and implications before it went to Council and the ballot. She was <br />concerned how the density transfer would work and felt that was not clearly addressed in the report. <br />In addition, she felt there might be a possibility of a density transfer in other areas of the City, not <br />just the Ridgelands. <br /> <br />Commissioner Hovingh stressed that he would like to leave the recommendation to Council as <br />ambiguous as possible to allow Council to have the maximum amount of leeway to make changes <br />without going back through the process of another election. At the same time he would like the <br />taxpayers, including the landowners, to have some kind of expectation as to what will happen. <br /> <br />Commissioner Michelotti felt that leaving too much flexibility or ambiguity in the recommendation <br />to Council might be a "two-edged sword" and was concerned what could happen 5-10 years down <br />the road when a different Council might be on the scene. <br /> <br />Chairman Mahern said she did not have much problem with the actual language of the General Plan <br />change in the report; at this point she is more concerned that there are too many unknowns that the <br />Commission and the voters need to be aware of. <br /> <br />Commissioner Horan suggested that a small committee be formed to work with staff; then the 250 <br />members of the various committees should have an opportunity to go over the draft from this small <br />group and have another chance to express their views of it in a public hearing. The committee <br />could be composed of the Chairmen, Vice Chairmen and recorders of the various committees, not to <br />total over twelve people. The Commission indicated agreement with this suggestion. <br /> <br />Commissioner Horan said he has several major concerns: 1) the lack of an environmental impact <br />report and (2) the mechanism of the density transfer issue. He felt the density transfer issue needs <br />much further clarification as to how this will actually function and how it will be achieved. He <br />stressed that density transfer should be clearly spelled out and that a committee should study it <br />carefully. He wants it clearly stated what becomes publicly accessible open space in density <br />transfer. He also was concerned about ambiguity over what could be built in the "buffer" zone. <br /> <br />Lengthy discussion was had as to density transfer. <br /> <br />In response to Chairman Mahern's question, Mr. Lee said the Commission can recommend to the <br />Council that they desire certain information. <br /> <br />Minutes Planning Commission <br />July 24, 1991 <br /> <br />Page 13 <br /> <br />I. <br /> <br />. <br />
