Commissioner Blank shared Commissioner Arkin's concerns and noted that this project had a <br />beautiful view. He noted that the dotted fence did not bother him as much as the fence that went <br />laterally. <br /> <br />A discussion of the fencing placement ensued, with visual references to the displayed site plan. <br />Commissioner Fox would like to see a landscaping plan to soften the edges from the road. <br /> <br />Ms. Decker stated that staff recommended two conditions that reflect the Commissioners' <br />concems: <br /> 1. A fifth condition stating that a design for fencing compatible with architectural <br /> components and with additional landscaping to soften the fencing be submitted to the <br /> Planning Director for approval prior to building occupancy permit issuance; and <br /> 2. Any request for solid fencing come before Planning Commission for determination, <br /> rather than being a staff-level review. <br /> <br />Commissioner Arkin supported those recommendations. <br /> <br />Commissioner Roberts moved to recommend approval of PUD-99-01-3M with the <br />following added conditions recommended by staff: <br /> 1. Any design for fencing shall be compatible with the approved architectural <br /> components, with additional landscaping to soften the fencing and not including <br /> lattice, and shall be submitted to the Planning Director for approval prior to <br /> issuance of a building occupancy permit; <br /> 2. Any additional requests for solid fencing shall come before the Planning <br /> Commission for approval; <br /> 3. The dashed section of open fence recommended by staff may be solid fencing; and <br /> 4. Additional landscaping to camouflage the fence shall be added and submitted to the <br /> Planning Director for review and approval. <br />Commissioner Fox seconded the motion. <br /> <br />THE PUBLIC HEARING WAS REOPENED. <br /> <br /> Mr. Rowe stated a point of clarification that the drawing of the fence example would be sent to <br /> staff as soon as possible and added that one or two homes had already been closed. He wished to <br /> have enough time to allow new occupants to move into their homes. <br /> <br /> THE PUBLIC HEARING WAS CLOSED. <br /> <br /> Ms. Decker suggested that a time period be included to allow the first two properties to be sold; a <br /> 30-day time period would allow enough time to provide the drawings to staff. <br /> <br /> Mr. Rowe advised that four lots would be closing within the next 30 days.
