Mr. Swift said the <br />Commission has the ability to take more public testimony and <br />continue the case if they feel this is necessary. He said the <br />staff report was available on Monday for anyone to pick up. <br />However, the applicant is interested in trying to apply for <br />Growth Management approval for 1992; he would not make the April <br />1, 1991 deadline if the case is continued tonight. <br /> <br />Chairman Mahern asked if the N. Sycamore Road plan needs to be <br />studied further. Mr. Swift said staff has studied the report, <br />but it does not appear to be a sound plan. <br /> <br />commissioner Hovingh asked staff about a 10' strip of property <br />along Windmill Lane. Mr. Swift said that occasionally no one's <br />deed will address a small strip of land; that is true in this <br />particular case. The developer plans to quitclaim the deed to <br />the adjacent residents. <br /> <br />Commissioner Michelotti asked that the public record reflect that <br />Charlotte severin questioned the validity of the petition that <br />was circulated regarding support for the extension of Mirador <br />Drive to Bernal Avenue. She felt that those who signed it did <br />not have full knowledge of the facts, and she also questioned the <br />legality of some of the people who signed the petition. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Woody Pereira, 43 Golf Road, represented the application. with <br />him were Chris Truebridge, Jeff HOlmwood, Frank Berlogar, and <br />Robert Willets. He said he has worked with the Bondes since 1987 <br />on this particularly sensitive property. He noted Mrs. Bonde had <br />realized at that time it was no longer feasible to keep the land <br />in the Williamson Act because of the continuing development <br />adjacent to it, along with the cut-through of their property by <br />Bernal Avenue. He said he has worked with staff about 4 years on <br />this project. He said he has encouraged suggestions from the <br />neighbors and wishes to work with them. The design philosophy <br />for the project is to retain as much open space as possible, <br />along with clustering of homes. <br /> <br />A number of site plans were put up for review, along with the <br />revised plans. Mr. Pereira stated that staff's description <br />covered the plan very well. He pointed out that over one-half of <br />the property will be open space and well within the range of the <br />General Plan. He said the EIR mitigation measures have been <br />incorporated into the plan.
