<br />~ <br /> <br />Mr. Rice continued to say he is concerned about parking at his <br />machine shop as it is near the project site. He asked if the <br />residents of the project will be able to park on the Rheem side <br />of the street. Mr. Swift said this will have to be checked into. <br />Mr. Rice was concerned that the project residents will be parking <br />in his 53 parking spaces and he would not be happy with that. <br /> <br />Mr. Callahan noted that since Mr. Rice and his wife have seen the <br />plan, the project now has 27 extra parking spaces rather than 9. <br />Each unit has a 2-car garage. <br /> <br />Chairman Mahern asked Mr. Callahan if parking becomes an issue <br />somewhere in the future if he would be willing to pay for <br />mitigation measures. She did not think Mr. Rice should have to <br />suffer or pay for problems related to the project parking. Mr. <br />Callahan suggested that restrictions on off-street parking might <br />be removed which could help the situation, but was not sure about <br />agreeing to pay for extra parking mitigation in the future. <br /> <br />Mr. Rice was also concerned that dogs from the project would be <br />allowed to "dirty" up his grassed area which he spent $5,000 to <br />beautify. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />A motion was made by Commissioner Hovingh, seconded by <br />Commissioner Michelotti recommending approval of the Negative <br />Declaration prepared for PUD-90-20 inasmuch as project approval <br />would have an insignificant adverse effect on the environment. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br /> <br />commissioners Hovingh, McGuirk, Michelotti, <br />Wright, and Chairman Mahern <br />None <br />Commissioner Horan <br />None <br /> <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Resolution No. PC-91-6 was entered and adopted recommending <br />approval of Case PUD-90-20 as motioned. <br /> <br />A motion was made by commissioner Michelotti, seconded by <br />Commissioner Hovingh finding that the proposed PUD rezoning is <br />consistent with the General Plan; making the PUD findings for the <br />proposed development plan as listed in the staff report; and <br />recommending approval of Case PUD-90-20 subject to the conditions <br />listed in Exhibit B; with the following modifications: <br /> <br />o Add a condition that the developer and staff work out <br />the formula of affordability for financing purposes; <br />and that a standard letter of affordability to a third <br />party lender be developed; <br /> <br />MINUTES PLANNING COMMISSION FEBRUARY 13, 1991 PAGE 15 <br />
