<br />,- Foothill Road. <br /> <br />Ted Tully, 10 Foothill Road, said he has a big problem with <br />putting townhomes on the proposed site and feels there must be <br />another way to achieve affordable housing. He said he is <br />appalled to hear that the open space may not remain as it is. He <br />urged the Commission to carefully consider their decisions. <br /> <br />Becky Dennis, 838 Grey Fox Circle, represented the Preserve Area <br />Ridgelands Committee. She read a letter from the Board of <br />Directors and presented a copy to the Recording Secretary. The <br />summary of the letter stated that to meet the requirements of <br />CEQA, a full EIR should be prepared. A Negative Declaration is <br />inadequate. There is no opportunity for public review of the <br />nine reports listed in the Negative Declaration. <br /> <br />Frank Lane, 5456 Foothill Road, stated that he agreed with the <br />applicant in his request for the use of stucco as a building <br />material and that it is fire retardant. He is concerned about <br />the easement road to the South. He is also concerned that <br />putting a limit of 4,500 sq. ft. on a house may not solve the <br />problem inasmuch as it still may not be appropriate for the size <br />of the lot. He is concerned that he may not be able to access <br />his property with a 40 ft. hay truck should the road be changed. <br />He indicated he was pleased that the developer has taken time to <br />meet with the neighbors. <br /> <br />Marty Grice, 5470 Foothill Road, said she appreciated the Moller <br />family getting input from the surrounding neighbors. She said <br />she has no problems with the project, but does have concerns <br />about the hiking trails. It appears that one trail ends at her <br />property. She is also concerned about getting a hay truck to her <br />property and how the proposed project will affect her horse and <br />cattle business. <br /> <br />Mr. MacDonald returned to the podium. He assured Mr. Lane and <br />Ms. Grice they would properly widen the road to accommodate a hay <br />truck. In regard to concerns about nearby hiking trails, he felt <br />that high fences may have to be installed in some areas. He <br />noted that much care will have to be taken in connecting trails <br />to the Garms and Presley properties so as to protect nearby homes <br />from intrusion. <br /> <br />Mr. MacDonald said he was taken by surprise by Ms. Dennis' <br />remarks as the Ridgeland Committee was given copies of the <br />technical studies. He indicated he would visit with them <br />regarding their concerns. <br /> <br />Chairman Mahern asked about the concrete and debris dumped into <br />the quarry that Ms. Claypool had mentioned at the previous DRB <br />meeting.
