<br />r- <br /> <br />Ms. Buckland asked whether 8 school site has been selected for that area. Mr. Swift stated that a site has <br />been set aside near Arroyo Mocho. Ms. Buckland urged that particular care be used in planning 8 school so <br />that children Nould not be endangered from the airport flight patterns to the east. Chairman Mahern assured <br />her that this has been addressed in the EIR and that it will be addressed again. <br /> <br />John Blunden, 3428 Vermont Place, asked about traffic patterns and volume. Mr. Swift said it is estimated <br />that each of the houses would generate 10 total one-way trips per day. The EIR distributed those along <br />Kirkcaldy Street, Pimlico Drive or down W. Las Positas. <br /> <br />THE PUBLIC HEARING ~S CLOSED. <br /> <br />COMMISSION'S COMMENTS: <br /> <br />Commissioner Horan raised the issue of whether Table 4 of the Moderate Income Housing Program was necessary. <br />Lengthy discussion ensued. The consensus was to leave Table 4 as is. <br /> <br />Chairman Mahern reiterated her concern about the noise from the freeway. However, she stated she could <br />support the project and would have to conclude that the noise issue would be 8 tradeoff for affordability. <br />Potential buyers should be made aware of the noise issue. <br /> <br />A motion was made by Commissioner Michelotti, seconded by Commissioner Hovingh making the required tentative <br />map findings for the project as listed in the staff report; approving Tract 6282 subject to the conditions <br />listed in Exhibit Bi and adopting the County's proposed Moderate Income Housing Program for the 26 duet <br />units as revised by staff, with the following modifications: <br /> <br />0 <br />0 <br />0 <br />0 <br />- <br />0 <br />0 <br />0 <br />0 <br />0 <br />0 <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Condition 4 to reflect that fees have been waived for some units; <br /> <br />Condition 10 should be amended to reflect the words I'developerll instead of the I'County of <br />Alameda'l; <br /> <br />Condition 16 to reflect that the 2.7 acre parcel is the only amount to be improved as noted <br />by the applicant; <br /> <br />Condition 22 to be worked out between staff and applicant with the intent that if the <br />County is in a windfall situation that the funds would go back into an affordable housing <br />program; <br /> <br />Condition 23 to be clarified that major changes should be made through the appropriate <br />bodies, administratively or the Design Review Board; <br /> <br />Condition 25 to reflect the change of wording from "County; to "developer"; <br /> <br />Condition 29 regarding storm drains to be subject to final map approval; <br /> <br />Add Condition 34 stating that disclosure regarding noise factors be presented to buyer and <br />signed by same; <br /> <br />Add Condition 35 that the duets have minimal landscaping which would raise the price of the <br />units by about $500 as stated by applicant; <br /> <br />Add Condition 37 to reflect that the Moderate Income Housing Program shall be modified to <br />state that the resale price of the home will be based on the growth in the area median <br />income as determined by HUD, or the growth in real estate values, whichever is less. <br /> <br />Commissioners Horan, Hovingh, McGuirk, Michelotti, and Chairman Mahern <br />None <br />None <br />None <br /> <br />Resolution No. PC-91.1 was entered and adopted approving Tract 6282 as motioned. <br /> <br />MINlITES PLAIINING IDIIUSSllII ~_Y 23, 1991 PAGE 4 <br /> <br />. <br /> <br />. <br />
