CA <br /> <br />Ci ty Cou1ci L Ch__rs <br />200 Old 1lem81 A....... <br /> <br />WEDNESDAY. .lMlAIlY 23, 1991 <br />7:00 P.II. <br /> <br />CALL TD ORDER <br /> <br />The Planning Commission meeting of January 23, 1991 was called to order at 7:10 p.m. by Chairman Mahern. <br /> <br />The Pledge of Allegiance to the flag was recited. <br /> <br />ROLL CALL <br /> <br />Commissioners Present: Ron Horan, Jack Hovingh, Hal McGuirk, Sharrell Michelotti, Bob Wright, Alternate, <br />and Chairman Marcelline Mahern <br /> <br />Commissioners Absent: None <br /> <br />Staff Members Present: Brian Swift, Director of Planning and Community Services; Roger Higdon, Assistant <br />Director of Public Works; and Terry Birkenfeld, Recording Secretary <br /> <br />APPROVAL OF IlIIUfES <br /> <br />The Minutes of the Deceni>er 12, 1990 were unanimously approved as amended: <br /> <br />Page 10, last paragraph, Tract 6275 - Chairman Mahern clarified that she did not like the placement of the <br />lots along Foothill Road. The Commission agreed to these changes. <br /> <br />MATTERS INITIATED BY COIlIlISSllJl IlEIlBCRS <br /> <br />1. Commissioner Horan commented about recent press releases regarding Measure M meetings. He thought there <br />is an apparent lack of understanding of the consensus process and would like for staff member, Chandler Lee, <br />to have the opportunity to provide press releases to the newspapers as a reminder of what the consensus <br />process is and that no one's human rights are being violated. <br /> <br />2. Commissioner Horan asked the Commission to consider their stance on the war and any type of public <br />endorsement of troops or action taken. No action was taken on this suggestion. <br /> <br />3. Commissioner Horan commented regarding FAR calculations and felt they were controlled by the Ordinance <br />that uses the percentages. He felt the Commission is making a great many exceptions in regard to this matter <br />when a particularly steep lot is involved. He proposed that the Planning Commission might wish to take <br />steps to change the Ordinance so that exceptions to the Ordinance are infrequent more than frequent. <br /> <br />After further discussion, Commissioner Horan initiated a request to staff to research the pros and cons of <br />changing the Ordinance as to FAR calculations on steep lots. <br /> <br />Commissioner McGuirk suggested they should review something that has been an exception versus one that was <br />not, so they have a point of comparison. <br /> <br />4. Commissioner Hovingh asked staff whether any action had been taken regarding an identification sign for <br />the entry to Highland Oaks off Foothill Road. Mr. Higdon responded that the letters had been destroyed when <br />the soundwall was built. Apparently a similar situation took place at Meadowlands and it took about a year <br />"."---- before a sign was final ly instaLLed.
