~ Resolution No. PC-94-38 was entered and approved fmding the priorities for project
funding as identified in the Program as motioned.

A discussion ensued among Mr. Bocian, Mr. Swift and the Commissioners regarding
available funds for a fire station at Ruby Hills. Mr. Swift advised that the City is looking at
having an emergency response facility and a mutual response agreement with Livermore to
serve Ruby Hills. With the additional requirement of fire sprinkler systems in the Ruby
Hills homes, staff feels Ruby Hills will be adequately covered. Commissioner Hovingh
questioned what type of equipment and staffing level would be at the emergency center. Mr.
Bocian advised that the facility may have a multi-use vehicle capable of doing medical
emergency and some low-level firefighting work. The staffing issues have not been resolved
at this time.

Commissioner Hovingh inquired if the East Bay Regional Park District could be required to
help finance off road vehicles if they intend to put roads in the park. Mr. Swift thought that
could be a possibility if and/or when the Park District brings that issue before the City for
approval. Mr. Swift stated they are recalculating the pro rata shares because when first
calculated there were four properties contributing a pro rata share where there are only three
properties at the present.

'L.
