<br />Mr. Steven Bocian, Assistant City Manager, was present to represent the Capital <br />Improvement Program and to answer any questions for the Commissioners. <br /> <br />In response to Chairman McGuirk's question regarding sidewalk repair, Mr. Swift stated the <br />$150,000 sidewalk repair line item is a fIxed amount the City charges to repair as many <br />sidewalks as possible within that amount. Mr. Higdon stated the City prioritizes sidewalk <br />repair throughout the year, such as where no sidewalks exist, construction of handicapped <br />ramps where needed, repair sidewalks near schools, etc. <br /> <br />Regarding the line items appropriated for asphalt and slurry sealing, Mr. Higdon advised that <br />every two years the City reevaluates all City streets as to needed maintenance or possible <br />rebuilding. He advised that the budget allows for approximately 75% of the revenue needed <br />to accomplish the year's street maintenance costs. This revenue comes from the Gas Tax <br />monies. <br /> <br />Commissioner Hovingh inquired as to what funds are allocated to sidewalk repair. Mr. <br />Higdon advised that repair work performed by City crews comes out of the General Fund. <br />When sidewalks, curbs and gutters are repaired in conjunction with a street project, those <br />funds come out of the Gas Tax. Mr. Higdon also stated that the water/sewer lines are done <br />a year before the paving project to allow for settling to take place. Also, a percentage of <br />every sewer bill is set aside to pay for sewer replacement. <br /> <br />Mr. Swift stated that maintenance amortization programs are now in place to fund water and <br />sewer lines, although the City is having to do some catch-up replacement work in some parts <br />of the City. <br /> <br />In response to Chairman McGuirk, Mr. Bocian advised that the new community pool is a <br />funded project, funded over a three year period for the planning and construction process. <br />Staff will be studying various locations for the pool this year. Chairman McGuirk suggested <br />a central location for the new community pool. Mr. Bocian also stated that staff will look at <br />the efficiency of locating the new community pool at the existing Aquatic Center. <br /> <br />Chairman McGuirk inquired if the City would consider approaching the high school shop <br />classes to help with park bench and park table improvements. Mr. Bocian advised that the <br />City has successfully had high school students perform this type of maintenance work. <br /> <br />Commissioner Wright asked if the Aquatic Park was also a potential site for the skateboard <br />park. Mr. Bocian advised the skateboard park location has not been identified, although the <br />general thought is to locate it at the front of the Sports Park. <br /> <br />Commissioner Wright inquired what tennis court bang boards were; he was advised that they <br />are the cement walls to hit tennis balls against.
