<br />Mr. O'Leary has concern for the proposed changes and the cumbersome process to amortize <br />the business. He feels it will add budgetary stress on the City and the proposed change is <br />more than is necessary for the problems at hand. <br /> <br />Juanita Bianchi, 4103 Walnut Drive, feels the City is moving in the right direction with the <br />change in the ordinance. Mr. Iserson advised the speaker that it would take approximately <br />six months before a conditional use permit could be granted. <br /> <br />Kim Mosley, 123 Ray Street, asked for a show of hands of people objecting to the noise <br />from the INS facility. Approximately 17 people raised their hands. He spoke of the <br />excessive noiSe of the INS facility. He is in support of the code amendment. <br /> <br />In response to Chairman McGuirk, Mr. Mosley stated the noise is continuing until 2 or 3 <br />a.m. and is so loud their windows shake. <br /> <br />Robert Cordtz, 262 West Angela, spoke in favor of the ordinance. <br /> <br />Lori Murray, 117 Ray Street, lives adjacent to the laundry and stated the laundry noise is <br />affecting her health. She supports the change. <br /> <br />Mr. O'Leary firmly believes the ordinance is overblowing the issues. Noise is the problem, <br />and efforts have been made to mitigate the noise problem. The ordinance tries to do more <br />than is necessary based on one property's problem. He stated it may be good intentions, but <br />it is not good means. Furthermore, he feels mitigating the noise issues has not been fully <br />explored. <br /> <br />Commissioner Michelotti inquired if the INS would proceed with the conditional use process. <br />Mr. O'Leary could not speak for the company, although he thought the answer would be <br />yes. <br /> <br />Mr. Beougher stated all the options have been voluntary on the part of the INS, and now the <br />City is making it mandatory. Mr. Iserson stated the INS could volunteer to change their <br />business hours immediately. and the problem may be solved. Mr. O'Leary stated the <br />company has made attempts over the years to mitigate the noise problems. <br /> <br />Commissioner Finch stated that by knowing the noise problem has existed for years and the <br />company has not been volunteering to reduce noise, he feels the company has not served the <br />community well. The Planning Commission expects the company to take a responsible <br />position and voluntarily reduce its noise problem. <br /> <br />Frank Sennyes stated the INS has tried to appease the neighbors and has invested money in <br />reducing noise levels. He does not understand why the negotiations stopped. He has had <br />inspectors out and noise levels taken.
