<br />6.. PUBLIC HEARINGS <br /> <br />Us. UP-93-80/Z-93-216. Utility Vauk Comnanv <br />Application for a conditional use pennit and design review approval to continue <br />operation of a contractor's storage yard located on an approximately 4.3 acre site at the <br />northwest comer of the intersection of Boulder Street and Valley Avenue (3500-3590 <br />Valley Avenue). Zoning for the property is I-G-40,OOO (General Industrial) District. <br /> <br />Mr. Swift presented the staff report for the Utility Vault Company requesting approval of the <br />conditional use permit and design review to allow continuation of the operation of a <br />contractors' storage yard, subject to the modifications listed in Exhibit B. <br /> <br />In response to Commissioner Hovingh's inquiry regarding Conditions 11 and 12, staff feels <br />the site is not a good location for heavy manufacturing. If heavy manufacturing is desired on <br />this site, a separate application should be submitted to the Planning Department. Staff also <br />feels this site will not accommodate the general public, therefore, a commercial repair <br />business would not be suitable for this site. <br /> <br />In Iesponse to Commissioner Mahem, Mr. Swift stated that the only access to this site is <br />from Valley Avenue. The original plan had an emergency outlet onto Boulder, but that <br />outlet was never constructed and is one of the conditions of approval. <br /> <br />Chairman McGuirk questioned the intent of Condition 4 and Condition 6. Mr. Swift advised <br />that the purpose of the addition of landscaping on Boulder was to screen the site from Valley <br />Avenue. He stated Condition 4 could be modified to reflect that additional landscaping on <br />Boulder only needs to continue down Boulder from Valley such that it sufficiently screens the <br />visibility of the storage yard from Valley Avenue. The entire length of Boulder does not <br />have to be landscaped. Furthermore, Mr. Swift clarified this site is not to be used as an <br />automobile wrecking yard. <br /> <br />PUBLIC HEARING WAS OPENED. <br /> <br />Richard Strand, engineer for Utility Vault, represented this application. Mr. Strand indicated <br />he had read and agreed with the staff report and its conditions of approval. <br /> <br />In response to Commissioner Hovingh, Mr. Strand stated Utility Vault owns the land and <br />they intend to be in operation for some time to come. <br /> <br />Commissioner Wright inquired if the applicant had any problems with the time frame of the <br />conditions.
