~

In response to Commissioner Finch, Mr. Swift stated that although there are many policies
that will not need to be changed, these policies would nevertheless need to be reviewed in the
process of updating the General Plan.

Commissioner Michelotti commended the individual(s) responsible for integrating the public's
concerns into an outline as well as for all backup materials.

In response to Commissioner Michelotti, Mr. Swift stated that the Council had charged the
Steering Committee to come up with the land use plan that would then be given to the
Assembly for review and modifications. The Steering Committee's intent is to place the Plan
before the Planning Commission and the City Council for approval.

Commissioner Mahern wondered if it would be beneficial for each Commissioner to focus on
a specific subcommittee (i.e., become the "subcommittee expert").

Commissioner Mahern indicated that she would like to keep updated on the progress of the
subcommittees but would not want to get involved in their decision-making process.

Commissioner Hovingh thought it would be better to wait until the end of the General Plan
process to make suggestions. Commissioner Wright stated, however, that suggestions should
be made during the General Plan process so these suggestions are acted upon.

Chairman McGuirk inquired if the Commission would like to get the input from staff
regarding the subcommittees' findings for its internal discussion. The Commissioners
agreed.

Commissioner Michelotti inquired if any Commissioner would be interested in attending a
subcommittee meeting. Commissioner Mahern stated that each subcommittee's material is
voluminous, and while each Commissioner would get all the materials, each Commissioner
could focus on one subcommittee's material so the Commission would be prepared at the
Planning Commission meeting. Commissioner Wright thought that would be too limiting to
the Commissioners. Commissioner Hovingh stated he felt if each Commissioner focused on
one area, they would become trapped in that one component.

It was agreed by the Commissioners to put on the next meeting's agenda a time to discuss
their decision regarding the General Plan Steering Committee. Chairman McGuirk would
like to go forward and see what is given to them and decide later how they want to approach
the subcommittees.

Mr. Swift asked the Commission if there was any interest to create a subcommittee that
would work with staff on items that they anticipate to be on their work program for the next
six months. The Commission agreed to this idea. Mr. Swift will bring a report of the items
staff would like Commission input on to the next meeting.

Planning Commission Minutes

Page 5

January 12, 1994
