<br />willing to work with Mr. Green to choose plants to his liking that fit with the existing <br />landscaping. <br /> <br />Commissioner Mahern inquired what type of fence Mr. Summers proposed to put up. Mr. <br />Summers stated an overlapping board fence would keep out car ligh~s. Commissioner <br />Mahem inquired what the applicant would do for his backyard fencq to make it look the <br />same as his sideyard fence. Mr. Summers stated his opinion that th~ fences are already of <br />different architectural styles, and even though he is willing to work rith Mr. Green, he <br />doesn't see the connection between his backyard fence and his sideyard fence. <br /> <br />Commissioner Finch stated a redwood fence is not intended to reducie sound, and a 5-6 foot <br />wall, no matter what it is made of, will not do much to mitigate soupd. A very high wall is <br />needed to mitigate sound. <br /> <br />Mr. Green concluded by stating he is unsure a fence will solve the problem, he is concerned <br />of the possibility of lower property value because of the additional tj"affic, and he feels, as an <br />existing resident, he has some rights to voice his opinion on what developments come into <br />his neighborhood. <br /> <br />Chairman McGuirk inquired if Mr. Green would be willing to workl with the applicant to <br />mitigate the light and noise problems. Mr. Green stated he is Willi" to discuss the issues <br />with the developer. I <br /> <br />Chairman McGuirk asked staff if sound readings could be taken to ~ee if they are within the <br />City's standards. Mr. Swift stated that the sound levels are within t/1e City standards and <br />will still be within standards after the project is completed. The ad4itional traffic is not <br />sufficient to change the ambient noise level. i <br /> <br />PUBLIC HEARING WAS CWSED. <br /> <br />Commissioner Mahern supports the project, liking the detached single-family homes more <br />than the attached townhomes because of the excessive height of the townhomes. <br />Commissioner Mahern would like to see some flexibility in the setback for Plan 1 allowing <br />additional square feet to be incorporated in the floor plan making th~ living space more <br />desirable. Commissioner Mahern sympathizes with Mr. Green and ~is problems and would <br />condition the project for the developer to work with Mr. Green and Iprovide a minimum of a <br />seven foot fence along Mr. Green's and Mr. Stalling's properties, tl\.ough she feels there is <br />not enough traffic to require a masonry soundwall to be built. . <br /> <br />Commissioner Wright concurs with Commissioner Mahern, but has !concern for lots 32 and <br />11 regarding the depth of the front of the house back from the street. However, because the <br />fence line does not continue all the way to the street, the small front yards are acceptable. <br />Commissioner Wright concurs with adding the additional footage tojthe rear of Plan 1, <br />hopefully adding another half bath to the floor plan. Commissioneri Wright feels the <br />developer should only work with Mr. Green to mitigate the car ligh~s problem. He also <br />concurs with staff's opinion that Mr. Green will be inconvenienced by the number of trips of <br />cars down his street, not increased sounds of the trips.
