Connollv Develonment, Inc. <br />Application to amend Section 18.44.020, C-N Neighborhood Co <br />Pleasant on Municipal Code to expand the list of permitted and <br />zoning district. <br /> <br /> <br />ercial District, of the <br />onditional uses in that <br /> <br />Mr. Swift presented the staff report recommending that the Plannin Commission recommend <br />approval of Case RZ-93-4, subject to the conditions of the staff r rt. He noted that staff <br />has supported most of the applicant's proposed changes, but is unab e to recommend <br />approval to allow paint, glass, and wallpaper shops, and lithograph' g, engraving, or other <br />such reproduction services. <br /> <br />In response to Commissioner Hovingh's question as to when a hard are store becomes a <br />glass, paint, or wallpaper store, Mr. Beougher responded that when a store's product is <br />predominantly glass, paint, or wallpaper it is no longer classified as a hardware store. <br /> <br />Chairman McGuirk asked for clarification as to the classification of a store such as Orchard <br />Hardware Supply. Mr. Beougher advised that due to its size and p king requirements a <br />store of this type is generally located in a regional center. <br /> <br />mE PUBLIC HEARING WAS OPENED. <br /> <br />Matt Connolly, 120 Main Avenue, Sacramento, represented the app ication. He stated that <br />he concurs with the staff report and its recommendations. He requ ted that the Commission <br />consider modifying the language regarding the use of childcare cent rs to read, ". . . solid <br />wall and/or fence." He also requested that the reference to "truck rculation areas" be <br />deleted, as he feels this clause would eliminate the majority of the ighborhood centers. He <br />noted that it would be the intent not to locate play areas near truck irculation areas. <br />He also suggested that the wording be amended to read, "to isolate, rather than "are <br />isolated." Mr. Swift stated that the intent of the wording was to ins re that ample protection <br />is given to protect children from not only truck traffic, but also fum s. <br /> <br />Commissioner Wright stated that he feels the purpose of the solid w I is to provide <br />protection for the children. <br /> <br />mE PUBLIC HEARING WAS CLOSED. <br /> <br />A motion was made by C(lmmi..~ioner Hovingh, seconded by Co <br />recommending approval of Case RZ-93-4 as shown in Exhibit " <br /> <br />ioner Wright, <br /> <br />Commissioner Hovingh noted that he is happy with staff s wording ith regard to "solid <br />walls," and that he felt the alternative would be to prohibit traffic fr m accessing the area <br />behind the buildings while childcare centers are in operation. <br /> <br /> <br />Planning Commission Minutes July 28, 1993 <br /> <br />Page 4 <br />
