The Board agreed to 's request. Chairman <br />Hovingh requested that the Commission have at least a week to revie the staff report for <br />the Capital Improvement program. <br /> <br />Chairman Hovingh added Item 7.d., Recognition of the Design Revi w Board Members to <br />the agenda. <br /> <br />~ <br /> <br />MA <br />There were none. <br /> <br />DBY <br /> <br /> <br />~ <br /> <br />PUBLIC HEARINGS <br /> <br />5..L UP-93-22, Kathleen Defdlo <br />Application for a non-exempt home occupation use permit to co uct piano lessons <br />within a single-family residence located at 3683 Annis Circle. Z ning for the property is <br />PUD (planned Unit Development) - Medium Density Residential istrict. <br /> <br />Mr. Swift presented the staff report recommending approval of C <br />conditions of the staff report. <br /> <br /> <br />Commissioner Wright questioned Mr. Swift as to why this case eve came before the <br />Commission as he felt staff could have taken care of it. Mr. Swift eplied that in the past <br />neighbors of applicant's wishing to give piano lessons have complai ed about the possibility <br />of noise and/or parking issues. Therefore, staff felt it would be bes to have a public hearing <br />on the matter. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Katherine Defillo, 3683 Annis Circle, represented the application. he explained how she <br />gives lessons, noting that electronic keyboards and headphones are sed which eliminates the <br />possibility of noise. In this manner she can plug or unplug the hones at will without <br />annoying the neighbors, while still allowing the students to play un isturbed. She stated the <br />staff report was very clear and correct and had no problems with conditions. <br /> <br />Commissioner McGuirk questioned Ms. Defillo as to whether she ill have piano recitals <br />and commented that he felt it would be good if she chose to do so. In this manner a parent <br />could see the progress a child has made. Ms. Defillo stated that s does not have her <br />students perform recitals as she does not believe in having competi 'ons. However, she does <br />have social times, such as coffee or tea in her home. In addition, . there is a larger group <br />she will go somewhere like a Pizza Place.
