~

In response to Commissioner Mahern's question, Mr. Bartelson sta
the first construction area. By the time Village 1 is complete, the in
be ready for the school to begin their construction. He noted that th
working very hard so that the Chu project can be finalized, so they, i
with school construction.

that Village 1 will be
structure would also
school district is
turn, can go ahead

Commissioner Finch asked the applicant the width of the streets that ave a sidewalk on one
side. Mr. Bartelson said the street is 25 feet curb to curb plus a four foot sidewalk. There
is no parking in the street, but there is parking available within the urtyards.

Commissioner Pinch stated that he is concerned that there is insuffici nt parking within the
project. He felt that if someone had a party, people would have no p ace to park, Mr.
Bartelson stated there are parking bays that do not show on the plan. He also noted there is
a major street adjacent to the project where overflow parking can go.

Chairman Hovingh thought that the street on Stone Pointe Way is 56 eet wide, but that the
connecting street from the project is only 51 feet. He expressed conc rn as to how this
would affect traffic. Mr. Bartelson said the street will gradually wid n out to meet the 56
feet. Mr. Swift noted the difference is that there is no sidewalk on 0 e side of the
Hirst/Tong property and two sidewalks on the 56 foot wide street.

Bob Sanchez, 3017 Melbourne Court, expressed concern that Martin venue from the north
does not have access to this property and the problem that would cr e for the area known
as the Meadows, primarily if a school is built. If Martin Avenue can ot access this project
property, Meadows' residents will have to go down Stoneridge. If M 'n Avenue does not
go through, there will be no good access to the school. He noted the e is not even a plan for
a footbridge so that children can walk or ride their bikes to school; in fact, they will have to
go all the way around to Santa Rita Road, which is very out-of-the-w y. He urged that
Martin A venue either be opened up to be a through-street or at least uild a footbridge over
Martin Avenue.

Commissioner Mahern explained to Mr. Sanchez that the project can t be conditioned at
this time to have a footbridge. That was looked at in the PUD stage d the Commission
was told that it would cost around $1 million. Mr. Higdon did not th nk it would run into $1
million, but probably several hundred thousands of dollars.

Mr. Sanchez reiterated his concern that at least a footbridge is necess
able to cross Martin Avenue.

for people to be

Chairman Hovingh again pointed out that as the PUD for the project as been approved that
a condition such as a footbridge cannot be added,

Planning Commission Minnles Jannary 27, 1993

Page 6
