Mr. Swift <br />advised there is to be open fencing on Sycamore Road and on Lot 4. <br /> <br />Commissioner Michelotti expressed concern that one-acre parcels on ycamore Road might <br />be able to be divided sometime in the future and would be opposed to that. <br /> <br />~ <br /> <br />Chairman Hovingh addressed Condition 74 and observed that it indi ed the applicant is not <br />going to have to pay for the undergrounding of the overhead utilities n the east side of <br />Amber Lane. He wondered who would have to eventually pay for th undergrounding. Mr. <br />Swift replied that this property would not have to pay for it; he noted that eventually all lines <br />would be underground and he anticipated that it would be PG&E who would pay for it. <br /> <br />Commissioner Mahern noted that the applicant wishes to leave the qu stion of the good- <br />neighbor fence up to the individual homeowners of Lots 1, 2, and 3. Mr. Swift said the <br />fence was designed, but the applicant wants to leave the construction f the fence to the <br />individual homeowner. The recommended Conditions of Approval w uld require the <br />developer to install the fence. <br /> <br />TIlE PUBLIC HEARING WAS OPENED, <br /> <br />Jim Lavey, 4183 First Street, represented the application. He said he and staff have worked <br />hard together to work out the details and he appreciated all the input t ey gave him. <br />However, he objected to Condition 14 which relates to his paying for y improvements on <br />Amber Lane and felt that was oppressive. He stated that two of his ree neighbors do not <br />want Amber Lane to go through anyway because of anticipated increa traffic that would <br />be going to Sycamore Road and on to Pleasanton; they were willing t dedicate some of their <br /> <br />Planning Commission Minutes September 23, 1992 <br /> <br />Page l2 <br />
