<br />~ <br /> <br />MATIERS INITIATED BY COMMISSION MRMBERS <br /> <br />Chairman Hovingh observed that Ordinance 1573 was passed on seco d reading at the <br />previous Council meeting in regard to a revised conflict of interest e for the Council, <br />Boards and Commissions. He requested that the Commission receive a copy of the <br />Ordinance when the process is complete. <br /> <br />Mr. Beougher noted that the various categories have changed somew <br />clarification issues. Zoning for the prope y is P <br />(Public/Institutional) District. <br /> <br />,-. <br /> <br />Mr. Otto presented the staff report recommending approval of Case P-92-21 subject to the <br />conditions of the staff report. He noted that staff basically had conce s that had to do with <br />parking and noise issues. He further commented the Design Review d had modified the <br />conditions relating to landscape issues. <br /> <br /> <br />THE PUBLIC HEARING WAS OPENED. <br />Tom Nordin, 3936 W. Las Positas Boulevard, facility planning ch . for the church, <br />represented the application. He noted that the first phase of the chur h construction took <br />place in 1981; in 1985/86 office space was completed. At this time ey are asking approval <br />for the construction of a 15,000 sq. ft. sanctuary building. Mr. Nor in stated they have had <br />a good working relationship with the City, and they had notified all e neighbors with a <br />letter, stating they were invited to review the sanctuary plans and air any concerns. Since <br />that time, they have met with the neighbors and it appears all conce s have been met. <br />Mr. Nordin called attention to two of the conditions. In regard to C ndition 5, he requested <br />they be allowed to extend the 8:00 pm time for outdoor activities to :00 pm. He felt this <br />would greatly benefit the youth of the church and provide them with ore time for outdoor <br />activity and play while school is out in the summer. Chairman Hov' gh asked Mr. Nordin <br />whether they are speaking of extending the mid-week outdoor hours, as well as Friday, to <br />9:00 pm. Mr. Nordin commented they would like to have that flexi ility, but was not sure <br />of the hours that the youth group meets on Tuesday and Wednesday. <br /> <br />Commissioner Michelotti asked Mr. Nordin if he would be willing limit the 9:00 pm <br />hours to just the summer months of June, July, and August.
