,~ and noted that the present report is simply a fine-tuning of the Code. He felt that the staff
report clearly states the Association's attitude and intent to comply th the Code.

Chairman Hovingh asked Mr. Senna if he realized that with the exte ded use of the banners
as being requested that other less desirable churches might wish to al display a banner.
Mr. Senna replied the Association is aware of that possibility, but ti I if such a church does
display a banner that they have the right to do so. He further noted e Association is only
asking for two major church holidays to display banners; however, s f has expanded that to
four.

David Sell, 1049 Crellin, Pastor of First Community Church, also s ke in support of the
amendment to the Code. He reiterated the Association's reasons for esiring the amendment,
noting they felt this would further the promotion of family values an assist church-goers.
He expressed curiosity as to why Chairman Hovingh had any reserva . ons to approving
something that should benefit the community.

,-.

Commissioner Mahem asked for clarification as to whether the amen ed code would allow
churches using the banners to advertise such things as fundraising di ners. Mr. Sell said his
understanding of the amendment is that it would only allow the chur es to post main
religious holidays such as Easter and Christmas. It is not the Assoc' tion's understanding
that they would use the banners to publicize potluck dinners or fund . sing events. In further
response to Commissioner Mahem's question, Mr. Sell replied the b ners would be used
simply to alert the community to the dates and times of their religiou services on major
church holidays.

only for religious
e did not mind if the
rvices, as long as they

Mr. Swift added that it is his understanding the banners would be us
services for no more than four church holidays. However, he added
banners would say something other than dates and times of religious
were in connection with the church services.

Mr. Sell further clarified that during the Easter and Christmas holida s they often have
different times for services or occasionally, different locations. For xample, last year an
Easter drama was performed at the Amador Theater.

Commissioner Mahern commented that as a member of St. Augustin's Church, who has a
family picnic at the fairgrounds once a year, she would not like to s a banner on the
church publicizing that event. She would not favor seeing something like that on the various
churches.

Mr. Sell assured Commissioner Mahern the Association is thinking i terms of such events
as Easter sunrise services, etc. He said their main purpose is not to romote extracurricular
events.

~

Planning Commission Minutes
July 8, 1992

Page 3
