She further equested the Commission <br />hold off with giving approval until she has a final agreement in h . She added that the <br />water she gets from the spring is the only water she would have ac ss to in case of fire. <br /> <br />Commissioner McGuirk noted that the staff report mentions that on -half the water shall be <br />diverted down the creek while the other half goes down the hose. e expressed concern as <br />to how much "one-half" actually is. Ms. Sorenson did not think th t was very much. Mr. <br />Swift stated from information he had that staff felt it was sufficient to keep enough water in <br />that portion of the creek to preserve the riparian nature of the cree . That may not be <br />enough for Ms. Sorenson's well; however, staff does not have any nformation as to how <br />water gets to that well; how it reacts in drought situations, etc. H felt that Mr. Joel and <br />Ms. Sorenson needed to work that out. <br /> <br />Becky Dennis, 838 Gray Fox Circle, stated her interest in the appli tion has to do with her <br />continued interest as a member of Preserve the Ridgelands. She fe t Ms. Sorenson was an <br />unfortunate party to the situation and that Mr. Joel is receiving wat r at her expense. She <br />also felt the Planning Department and Council were not fully awar of Mr. Joel's intentions <br />with the water diversion. She stated she could understand Mr. Joe's aversion to using City <br />water with the impending cost related to the Moller development; h wever, she indicated that <br />at the public hearing for the Moller PUD, he did not request any .tigation of a disruption <br />of his future water service. <br /> <br />Ms. Dennis concluded her remarks by urging the Commission to d ny the referral and to <br />urge the applicant to use City water. This would safely protect the water for wildlife and for <br />the Sorensons. She was further opposed to any new uses to the sp 'ng, and felt with the cost <br />of water rising, that the City would be possibly setting a precedent d making more <br />problems for themselves. <br /> <br />Mr. Joel returned to the podium. He felt several speakers had stra ed away from the land <br />use issues tonight; however, he wished to reiterate that he plans to ways provide water for <br />the wildlife in the area. He further wished to remind Ms. Dennis d Mr. Glenn that a lot <br />line adjustment is a private transaction between two property owne . He did agree there <br />was some misunderstanding in the situation; however, he stated tha he submitted a plan to <br />the Planning Department and also the Fish and Game Department hich was approved. He <br />noted he is not proposing a new use for the water. He further sta that getting City water <br />to his place would cost in the area of $50,000-$75,000.
