Chairman Mahern commented that the City, on good faith that Mr. Moss would eventually come into compliance with the law, had allowed him to operate an llegal recycling center. THE PUBLIC HEARING WAS CLOSlm. Mr. Swift noted that it is not the City's intent to "hide" the recyc . facility, but in fact, the Code attempts to further the goals of recycling. He further explain that the City has been temporarily allowing recycling facilities which existed prior to adop . on of the recycling ordinance to install the required screening until the City decides if i will apply to the State for exemptions.
